El presente artículo analizará algunos elementos sobre la relación entre derechos humanos, normat... more El presente artículo analizará algunos elementos sobre la relación entre derechos humanos, normatividad internacional y fuerzas armadas con énfasis en el caso colombiano en los años más recientes. En primer lugar, se realizará un análisis del impacto del Derecho Internacional para adecuar la legislación colombiana con el fin de fomentar la protección de los derechos humanos por parte de las Fuerzas Armadas. En segundo lugar, se analizará si el aumento del número de soldados profesionales en el caso colombiano trajo como consecuencia el fin de las Fuerzas Armadas nacionales para convertirlas en una institución ocupacional, donde sus miembros solo responden a criterios económicos y menos al carácter nacional y de respeto a sus conciudadanos. En tercer lugar, observaremos hasta qué punto, y pese a todos los esfuerzos, incluida la Política Integral de Derechos Humanos y Derecho Internacional Humanitario del Ministerio de Defensa Colombiano es poco lo que se ha avanzado con el fin de proteger a la ciudadanía, independientemente de que sean miembros de organizaciones delincuenciales o no. Finalmente, se darán unas breves recomendaciones sobre el tema.

Significance Surviving challenging environments, living long lives, and engaging in complex cogni... more Significance Surviving challenging environments, living long lives, and engaging in complex cognitive processes are hallmark human characteristics. Similar traits have evolved in parallel in capuchin monkeys, but their genetic underpinnings remain unexplored. We developed and annotated a reference assembly for white-faced capuchin monkeys to explore the evolution of these phenotypes. By comparing populations of capuchins inhabiting rainforest versus dry forests with seasonal droughts, we detected selection in genes associated with kidney function, muscular wasting, and metabolism, suggesting adaptation to periodic resource scarcity. When comparing capuchins to other mammals, we identified evidence of selection in multiple genes implicated in longevity and brain development. Our research was facilitated by our method to generate high- and low-coverage genomes from noninvasive biomaterials.

For this reason, the research concerning security is facing new challenges. One such challenge is to create secure multi-session frameworks to ensure the confidentiality of exchanged information. In a multi-session environment, several users are joined at two or more work sessions simultaneously. The confidentiality in these environments can be achieved using cryptographic methods. Unfortunately, the key management, necessary for such environments, creates two main problems: a high complexity in key distribution and a high storage cost. However, for free-ranging primates, little information is available for how microbiomes are influenced by ecological variation through time. Primates inhabiting seasonal tropical dry forests undergo seasonally specific decreases in food abundance and water availability, which have been linked to adverse health effects. Throughout the course of a seasonal transition in 2014, we collected fecal samples from three social groups of free-ranging white-faced capuchin monkeys (Cebus capucinus imitator) in Sector Santa Rosa, Área de Conservación Guanacaste, Costa Rica. 16S rRNA sequencing data reveal that unlike other primates, the white-faced capuchin monkey gut is dominated by Bifidobacterium and Streptococcus. The Autonomic Computing paradigm is oriented towards enabling complex distributed systems to mana... more The Autonomic Computing paradigm is oriented towards enabling complex distributed systems to manage themselves, even in faulty situations. The diagnosability analysis is a priori study through which a system can be self-aware about its current state. It is from the determination of a consistent state that a system can take some actions to repair or reconfigure itself. Nevertheless, in a distributed system it is hard to determine consistent states since we cannot observe simultaneously all the local variables of different processes. In this context, the challenge is to efficiently monitor the system execution over time to capture trace information in order to determine if the system accomplishes both functional and non-functional requirements. Quasi-Synchronous Checkpointing is a technique that collects information from which a system can establish consistent snapshots. Based on this technique, several checkpointing algorithms have been developed. According to the checkpoint properties, they are classified into: Strictly Z-Path Free (SZPF), Z-Path Free (ZPF) and Z-Cycle Free (ZCF). Checkpointing algorithms are often evaluated with regard to performance, generally through simulation. However, their correctness has been mildly studied. In this paper, we propose an efficient validation approach based on a graph transformation oriented towards the automatic detection of the aforementioned properties.

I didn't enter the PhD program with plans to focus on Asian American writing, didn't enter with great concern that the first voice I heard wasn't "my own." Tired of the navel-gazing expected of so many US-trained poets, I wanted the right to reach beyond myself, wanted to recognize myself in others, wanted to come back to writing through the ways I had come in-through that felt identification with the lives of other people. Not lives of the Other, just lives beyond my own skin: El otro soy yo, el otro soy yo. .. rhetorics of solidarity integral to the political life in which I had been raised, I wanted them back. .. el pueblo unido, panethnicity, common ground, International Examiner, coalition politics, internacionalismo. .. But I had thought, perhaps too naively, that by now, by the twenty-first century, by the time I entered the doctoral program in composition and rhetoric, the voices I would hear, at the very least, would include my own. I assumed, by now, in this day and age, when Asian Americans have supposedly made it, supposedly surpassed any gap that exists, supposedly need no affirmative action to ensure that their bodily and historical presence is accounted for in all institutions of higher education, that the voices, the rhetorics, the literacies, and the composition struggles of "my" people (read: our people) would be attended to, would not be relegated to independent study, final seminar papers, individually tailored reading lists for prelims-in short, restricted roads of individual inquiry, special interest topics, segregated study. Fill in the gap. This is a text about literacy practice. This is a text about Japanese American writing. This is a text about symbolic-meaning making and exchange. This is a text about yearning for more than what we have now. This is a text about standpoint.
Community-based natural resource management (CBNRM) is a concept critical to managing social-ecol... more Community-based natural resource management (CBNRM) is a concept critical to managing social-ecological systems but whose implementation needs strengthening. Scenario planning is one approach that may offer benefits relevant to CBNRM but whose potential is not yet well understood. Therefore, we designed, trialed, and evaluated a scenario-planning method intended to support CBNRM in three cases, located in Colombia, Mexico, and Argentina. Implementing scenario planning was judged as worthwhile in all three cases, although aspects of it were challenging to facilitate. The benefits generated were relevant to strengthening CBNRM: encouraging the participation of local people and using their knowledge, enhanced consideration of and adaptation to future change, and supporting the development of systems thinking. Tracing exactly when and how these benefits arose was challenging, but two elements of the method seemed particularly useful. First, using a systematic approach to discuss how drivers of change may affect local social-ecological systems helped to foster systems thinking and identify connections between issues. Second, explicitly focusing on how to use and respond to scenarios helped identify specific practical activities, or "response options," that would support CBNRM despite the pressures of future change. Discussions about response options also highlighted the need for support by other actors, e.g., policy groups: this raised the question of when and how other actors and other sources of knowledge should be involved in scenario planning, so as to encourage their buy-in to actions identified by the process. We suggest that other CBNRM initiatives may benefit from adapting and applying scenario planning. However, these initiatives should be carefully monitored because further research is required to understand how and when scenario-planning methods may produce benefits, as well as their strengths and weaknesses versus other methods.
