The Committee consisted of high-ranked officials which included the Home Secretary, the Director of the Intelligence Bureau (IB), the Director of the Central Bureau of Investigation (CBI), and the other experts who presented their insights and recommendations based on their respective organisation’s expertise. The report brought into light the intricate web of corruption and crime which had permeated Indian society. The growth of criminal syndicates after the Bombay bomb blasts in 1993 clearly showed that there are sinister linkages between crime syndicates, mafia organisations and other anti-national elements.
It is believed that the report has more than 100 pages including annexures and other documents submitted by the intelligence agencies however only 11 pages of the report were made public and the rest remained confidential. Many prominent personalities filed cases in the Supreme Court to make the complete document available in the public domain but the same was refused by the court stating that disclosure of the supporting material placed before the Vohra committee would be detrimentally injurious to the public.
More recently in 2020, The Supreme Court refused to entertain a plea seeking a Lokpal-monitored investigation into the "criminal-political nexus" as flagged in the 1993 Vohra Committee report, saying the prayers "are all utopian".Despite legal challenges and pleas for disclosure of the report, courts upheld the need to safeguard sensitive intelligence information.
However, nearly three decades after the Vohra Committee Report, India still grapples with the challenges posed by mafia organisations. To effectively combat these criminal networks a holistic approach which includes better coordination among the agencies, Strict enforcement of laws and honest officers is imperative only then can India break free from the clutches of the crime syndicate. This article deals with the insights of the Vohra committee report on the Mafia, Corruption and the nexus between politicians and criminals.
