After 1990, with the transition towards democracy and market economy in Eastern countries, the in... more After 1990, with the transition towards democracy and market economy in Eastern countries, the integration of Europe became stronger causing both new problems and chances for forestry. There were two types of reaction in forest policy. On the one hand in the emerging democracies the classic instruments of forest government were formulated by rebuilding the rule of law, private ownership and markets for forestry. implementation of the progressive laws is the major problem today. On the other hand, cooperative forest policy-making in self-organizing networks of participants from policy, economy and society was introduced mainly by national forest programmes or by the European Union forest strategy. Based on a theory of policy-making and network analysis and case studies it is shown that this new "forest governance" offers chances for mutual learning but the results are also affected by a power process. By showing the distribution of power, network analysis could provide useful information for the decision on whether to join a specific network. Enhanced forest governance could be a new task for an active state administration. Whether the state forest service could fit into this new role depends on the ability to become a trusted mediator for all interests in forests. In conclusion, it is recommended to rely on the classic government instruments for a strong forest policy but to actively make use of the governance instruments in selected cases only.

This work present, discuss and demonstrates that the Generalised PMP model is a useful theoretical framework for the representation of farm choice, including for the description of costs related to the production function chosen by each entrepreneur. For this characteristics the model can be used for the farms belonging the FADN sample providing a powerful tools for researcher that would like to know variable costs of production for agricultural activities or estimate the impact of agricultural policy and market reform at regional and sectorial level. Public Administrations at all levels should be evaluated with respect to their capacity to respect good governance principles. First, on the basis of a meta-analysis of ongoing initiatives (e.g. the World Bank's Worldwide Governance Indicators), a methodological framework for assessing the quality of new governance modes is presented. To fulfil the strategy, specific funds have been provided to the Italian Regions and Autonomous Provinces. The Strategy highlights some critical elements and in particular the negative variation in Utilized Agricultural Area (UAA) and number of agricultural holdings. Despite the general abandonment of farmland, the performance and profitability of some agricultural systems in Inner Areas are comparable with those located in the Centres. This paper explores the role of “multi-level governance” concept in the current EU rural developm... more This paper explores the role of “multi-level governance” concept in the current EU rural development policies and in the proposals for the programming period 2014-2020. The main objective is to propose a methodology for the self-evaluation of local governance with reference to the implementation of Local Action Programs (LEADER approach). The proposed methodology is based on the definition of 7 “good governance key dimensions” and a consequential set of sub-dimensions and indicators. The first part presents some notions and evidences on the EU multi-system governance. The second part is dedicated to the self evaluation process, as a tool to enhance the rural development assessment at local level: here a tentative test for defining and validate the method is briefly described. The application has been implemented in the Flanders (Belgium) through a focus group with experts involved in the LEADER. Some preliminary results are reported.

The idea of our analysis is to examine the problem of food safety standards and their implications for international trade in general and to carry out a brief analysis on the effects on small farms in developed countries.
