Data represented 14,698 women from 86 institutions of higher education in the United States. Results indicated similar levels of leadership capacity but significantly lower leader efficacy for women in STEM majors. Implications explore unique predictors of leader efficacy for women in STEM majors along with recommendations for changes to policy and professional practice that might address how the differential organizational contexts shape leadership development.

Each has evolved into its current role, yet for different reasons. While international institutions such as the Basel Committee and Financial Stability Board have promoted regulatory cooperation from the system level down, the international and internal dynamics that have propelled the expansion of these supervisory roles have put competing and, at times, opposing pressures on transnational regulatory convergence and divergence. In order to explore the foundations of regulatory divergence between the U.S. and Europe, this Article will compare the political origins of the regulatory function of the Federal Reserve with the Single Supervisory Mechanism (SSM) of the European Central Bank (ECB) by considering a vast array of influences that shaped these institutions such as statutory authority, domestic politics, and bureaucratic context. The result will point to future dilemmas...

Current literature misses the key features of the Federal Reserve, Treasury, and Congress that result in their distinct manners of support for various multilateral arrangements. I revisit the archival record and apply a new understanding to American participation in the Bank for International Settlements (BIS) and Basel Committee on Banking Supervision (BCBS) as the financial regime has evolved since the collapse of fixed parity in the IMF after 1971. I thus explain the puzzle of American ambivalence through an exploration of the fragmented U.S. regulatory system, which inhibits the United States from acting as a unitary, lead actor of multilateral negotiations. Hence, American coordination must take place both domestically and internationally for an agreement to emerge.

Banks select their own regulator under the “doctrine of choice.” 1 Th e complex and confusing system for fi nancial fi rms poses myriad opportunities for regulatory arbitrage at both the federal and state levels. As it has developed throughout American history, it has simultaneously fostered innovation and served as a source of financial instability from the political system. 2 Episodic crises occur that could ultimately threaten the payment system of the entire national economy—meaning that if the banking system fails, businesses and individuals would not be able to pay their bills and production would nearly halt. Recovery from a fi nancial crisis takes longer than from other than other economic contractions, and such crises have a deep and lasting eff ect on asset prices, output, and employment. 3 Given the signifi cant role of the American economy in the global fi nancial system, the American regulatory framework has substantive implications for both domestic and international economic stability.

An objective of the series is to get the findings out quickly, even if the presentations are less than fully polished. The papers carry the names of the authors and should be cited accordingly. The findings, interpretations, and conclusions expressed in this paper are entirely those of the authors. They do not necessarily represent the views of the International Bank for Reconstruction and Development/World Bank and its affiliated organizations, or those of the Executive Directors of the World Bank or the governments they represent.
