After Rwanda Patriotic Front, intervened and stopped the genocide, Rwanda faced the challenges to ensure that media would never continue to be use as a tool of negative ideologies that may lead to humanitarian crisis like Genocide.
Many journalists had fled the country or been killed and there were only a few small media houses remaining such as the state broadcaster ORINFOR. Media was developed very fast from 2003 to 2010 the number of newspapers increased from 15 to 57 and the number of radio channels from one to 19. Debates and audience questions now occur frequently even though sensitive subjects are avoided. Today Rwanda is working to establish a different media system where new laws and guidelines are continuously introduced to develop the press freedom and rebuild the trust between the public and the journalist.

The aim of this research is to identify the various forms of communication strategies used on gen... more The aim of this research is to identify the various forms of communication strategies used on gender policy implementation in Rwanda in order to make recommendation that will help to establish mechanisms enabling safer families for all people and increase enrollment, retention and achievement. The research takes a global look at why some people are still confusing or have bad understandings about gender equality where some of them say that gender policy was implemented to empower women and to push them in sharing administration in all decision making positions because they have been long time marginalized, why this problem took long to be identified, examined and resolved and which actions taken and should be taken by different stakeholders to overcome issue. On one hand and in normal situation, some women and men are still violated in their families by their husbands and vice versa because of gender. It means that some of them don’t know well what gender is, some women they don’t fear to beat their husbands saying that gender is there, some men beat their women saying that gender was implemented to empower them. A part from that there are some who don’t report that they have violated so that to know it is big challenge and it is not easy to handle it.
