These changes include a decrease in the cost of information flows, an increase in the number of markets and deregulation of international financial flows. Now, the new core business is development and deployment of intangible assets (knowledge). The traditional bases for competitive advantage, such as access to natural resources, access to skilled labor and ownership of plants and equipment, are being stripped away and superseded by the science and art of making the most from the organizational knowledge capital, seen as a strategic resource.

The performance of walking robots is closely related to the adopted gait and forms of the feet. Some robot foot soles have curved front and rear ends, when the foot soles land on or are lifted off the terrain, they are in linear contact with the terrain. Therefore, the pressure applied to the foot sole on terrain is transmitted through successively varying contact generative and the forces are transmitted smoothly from the terrain to the foot sole for a stable gait. The paper relates some particularities and the optimum design possibilities of the foot soles shape.

A three orthogonal views-based framework is used for the behavioral, structural and physical representations within design space. The object oriented paradigm is chosen to support the development of an integrated tool that can ensure the user to generate and evaluate various scenarios. A six legged spider-like robot is 00 modelled and simulated as a case study.

First, the classical control structures are briefly synthesized. Then the principles of the "brainway computer" are presented as the starting point for the "evolutionary brainway control structure" new introduced concept. Finally, five landmarks for the research work towards this kind of control structure are stated and shortly presented.

This report articulates analysis on selected aspects and country-tailored policy suggestions aiming to tackle the weaknesses identified in the analysis. The report complements the complex

The changes have often been linked to changing beliefs and conceptions about how the public sector should be steered and managed. The backdrop to this was the New Public Management (NPM) approach to governing public organizations (Ferlie et al. 1996) which argues that the public sector should be addressed with similar management tools as the private sector. Under NPM, the predominant steering approach in European higher education systems has emphasized decentralization, with higher education institutions (HEIs) enjoying a large autonomy and receiving a lump sum budget from their funding authorities. To a large extent, HEIs are autonomous in areas such as the provision of educational programmes, managing their research portfolio, their human resources and their asset and property portfolio. This governance approach may be characterized as "state supervision steering" (Van Vught 1989). The government limits itself to a restricted number of "framework steering" elements: setting the tuition fees and distributing student financial support; organizing quality assurance of

The legged vehicles have the potential advantage to be able to operate over irregular terrain. The planning and control of these robots is considered hierarchically organized on two levels. At the high level, the robot is piloted in the task world. At the local level-operative level-the locomotion function is performed. In this paper, walking orthogonal hexapods, for moving along uneven terrain are the object of study. By kinematic analysis the direct and inverse geometrical models and a differential model are developed. The accommodation to terrain using force sensing is approached too. This approach is useful to write the control algorithms of the analyzed robots or of other structures by analogy.

For this purpose kinematics and kinetostatics analysis are performed, and the mathematic model of the inverted kinematics is determined for controlling the main trajectory of the robot. Related to this there is presented an Open Architecture system for the robot position control in Cartesian coordinates through real time processing of the Jacobean matrix obtained out of the forward kinematics using the Denevit-Hartenberg method and calculating the Jacobean inverted matrix for feedback. The obtained results prove a significant reduction of the execution time for the real time control of robot's position in Cartesian coordinates and increased flexibility.
