Originality: Existing historiographical research has approached the Chilean-Peruvian border dispute in the Tacna and Arica regions from predominantly national perspectives and with documentation from one country or another, and there

For this project, approximately seventy books have been reviewed to establish points of convergence and divergence between authors perspectives of a variety of issues relevant to the first administration of Chilean President Carlos Ibanez del Campo and that of his U.S. counterpart Herbert Hoover. Prior to assuming office in 1929, Hoover visited numerous Latin American countries to demonstrate his resolve to abandon the interventionist policies of his predecessors. His effort achieved greatest success as regards the long-standing border dispute between Chile and Peru over the provinces of Tacna and Arica.

Very little has been written about the reality that the army personnel encountered during the expedition or how they surmounted their daily challenges, much less of their personal background, levels of education or what happened to them after returning to the mainland. The army’s participation in the expedition has failed to attract the interest of many civilian or military historians. Hopefully, this paper will inspire or serve as the basis for further scholarship. In some ways, it complements studies of the convergence of Antarctic politics and science (For example, Howkins, “Weather”; Elzinga and Bohlin, “The Politics of Science”; Berkman et al., Science Diplomacy). Utilizing diplomatic sources and archival materi...
