But, India has proved that it is not necessarily true, particularly, in the restructuring of gender relations in the workplace. Women have proved their worth, not to the exclusion of their male counterparts. But, Indian women have distinguished themselves by working shoulder to shoulder with men. Yet, the women made their own mark and proved a cut above the rest in so many areas of performance. The Indian State has also supported them. In the final document of the Vienna Conference, States formally recognized the human rights of women to be an integral, inalienable and indivisible part of universal human rights. They further demanded that the equal status of women and the human rights of women…be integrated into the mainstream of….the United Nations human rights activities.

Today, there are women achievers in each field. The social reformers of the past had played an important role in spreading education to empower women. The Constitution of India has provided positive discriminations for women. The Indian State has passed several laws and implemented policies to improve their condition. But, still, Indian women today face visible and invisible discriminations in their path. Working women even today have problems regarding inadequate and unclean toilets, sexual harassment in the workplace, unsafe roads, etc. This paper tries to paint a picture about the steps taken to improve the condition of women in the pre-independence period, international situation, role of the Indian State and the judiciary and the recommendations which may ease some of the problems faced by working women. Affirmative measures have attempted to narrow the gap between the two genders in the workplace, but much needs to be done. The paper is based on secondary sources.

In this situation, public–private partnership (PPP) can offer a solution to resource scarcity. It is defined as an arrangement between government and private sector bodies, for the purpose of providing public infrastructure and public services. Government and private sector bodies join hands to supply infrastructure and services to the members of the public. Such partnerships are believed to be characterized by the sharing of investment, risk, responsibility and reward between the partners. The underlying logic for establishing partnerships is that both the public and the private sectors have unique characteristics that provide them with advantages in specific aspects of service or project delivery.

None have provided a comparative analysis between the two Services. Moreover, they have also not taken note of the differences of sexual harassment in the workplace in Kolkata, Delhi and Bengaluru. The present research work addresses this research gap and studies the relevance of socio-economic factors, impacting the sexual harassment in the workplace. It also tries to analyze the levels, forms of sexual harassment faced by the respondents, the gender and position of the harasser and the level of filing complaints by the victims.
