G20 governments and partners must focus their efforts on promoting and strengthening costand time-effective pedagogical strategies, leveraging comprehensive access technologies and providing alternatives when necessary, identifying curricular priorities, adapting teacher training programmes, giving special attention to groups of greater vulnerability, leveraging the private sector, generating intersectoral articulation, strengthening cooperation with families and communities and internationally, and using monitoring and evaluation. These measures will contribute to reduce economic and social consequences of educational losses in G20 countries and beyond. The fact that society has acknowledged the social value of education has implied a higher demand ... more The fact that society has acknowledged the social value of education has implied a higher demand for transparency in educational outcomes. For more than 20 years, the implementation and expansion of learning assessment tools in Latin America has come to be probably the most remarkable educational policy given by governments as a response to this demand for transparency, in tandem with the need to find possible explanations for the results. The expansion of the contents and skills that have been assessed, as well as the population on which these tests have been applied, the adherence to international assessments and the creation of autonomous institutes of educational evaluation can be understood under this process.
A vocação democrática de um sistema público, gratuito e de livre acesso como o do sistema argenti... more A vocação democrática de um sistema público, gratuito e de livre acesso como o do sistema argentino, vê-se neutralizada pelos baixos índices de retenção e desempenho que ocorrem nos primeiros anos do curso universitário. Enfrentar com sucesso o desafio de oferecer uma educação que consiga combinar a alta qualidade no ensino e a aprendizagem com a massificação do acesso é o principal desafio de uma política educacional baseada em valores de justiça social. Nesse contexto, este artigo apresenta a experiência do Programa de Melhoria do Ensino (PME) na Universidade Nacional de San Martín (UNSAM/Argentina) que, como resposta a esse desafio, visa dar um papel de destaque ao ensino no ciclo introdutório. Especificamente, a experiência demonstra que a elaboração de duas matérias com base nas demandas de conhecimento dos próprios docentes dos primeiros anos, constitui um caso de sucesso que sustenta a ideia de que o desenvolvimento de programas bem estruturados e de caminhos de formação diferenciados podem contribuir para propiciar aos alunos o desenvolvimento de habilidades cognitivas que lhes permitam um desempenho satisfatório no início de seus estudos universitários.
El presente artículo busca presentar, sistematizar y analizar las características más innovadoras... more El presente artículo busca presentar, sistematizar y analizar las características más innovadoras del dispositivo Enseñar, implementado por primera vez en Argentina en 2017. Insertándose dentro de lo que podría denominarse “modalidad exploratoria”, Enseñar busca aportar elementos de diagnóstico para contribuir a la mejora de los planes de formación nacionales y jurisdiccionales, y –a través de reportes a cada una de las instituciones participantes- promover la reflexión pedagógica, a través de una evaluación a estudiantes avanzados de docencia. Desde nuestra perspectiva, Enseñar ha tenido tres contribuciones principales: (1) consolidación del consenso al interior de la comunidad educativa (estudiantes, docentes, directivos, funcionarios) en darle mayor transparencia al sistema; (2) relevamiento, a nivel agregado, de información sociodemográfica y académica, así como opiniones, acerca de los futuros docentes en el país; e (3) introducción, a través de la definición de los marcos de r...
Curricular policy has traditionally been a source of controversy, certainly in Latin America. Amo... more Curricular policy has traditionally been a source of controversy, certainly in Latin America. Among scholars the politically contested contents of the school curriculum have been the object of sustained analysis and discussion. This article examines a relatively new phenomenon related to the politization of the curriculum—namely, the political use of curriculum by public actors. The incident analyzed recently took place in Argentina following proposed changes in the subject Politics and Citizenship in the upper secondary cycle in the province of Buenos Aires. After a draft document containing suggested curricular modifications was released, public actors who were opposed to the government initiated a spurious public debate aimed at distorting the spirit of the document, and questioning the inclusion of various concepts and social phenomena. This paper examines the main features of the political debate as well as its policy consequences, in light of Argentina’s recent curricular hist...
