There are both acceptors and opponents of the welfare services. This study has found that despite varied perspectives with regard to the provision of welfare services, the responsibility of the Tanzanian government in the provision of social welfare services remains very central. The history shows that Tanzania’s efforts to build social and economic development and welfare services provision went concurrently. This was clearly evident during the era of socialism where Tanzanian gained a considerable development due to sound availability of welfare services. The state relegation in the provision of welfare services in the 1980s and 1990s respectively, retarded the national development efforts. This is achieved through actively and creatively participating in policy formulation and change (policy advocacy and change, analysis, launching campaigns and building coalitions). The powers social workers have are derived from the professional legality vested in them in making practice decisions. By utilizing their powers, skills and knowledge as change agents, they can considerably imbue social policies with pro-poor approach that puts social justice at the centre of development. Drawing from the findings of a study conducted in Dar es Salaam, this paper shows that social workers’ engagement in policy practice was low. The family as an imperative social institution is currently undergoing different changes in the w... more The family as an imperative social institution is currently undergoing different changes in the world. This paper examined the changing patterns of family in Tanzania in terms of ideas and practice. This study employed qualitative research approach and comparative research design. Patterns which were pulled out for comparisons include; family type, mate selection, authority patterns, forms of marriage, fertility pattern, single parent family, marriage without children, cohabitation and homosexuality. The results of this study revealed that there are mixed predispositions and intricacies with regard to the transformation of family patterns in the Tanzania. First, the empirical data portrayed that many family patterns have been eroded by globalization and that Tanzanian families can hardly extricate themselves from the fast shifting world. Second, the findings showed that despite the rapid changes observed in the family patterns, not everything has been adopted by the Tanzanian families. This is because some of the global forces were perceived as threats to Tanzanian norms and values. This study recommends that since social changes are ongoing and inevitable in the globalizing world, more studies have to be conducted to understand to what extent the families respond to these changes across ethnic groups found in Tanzania and elsewhere.

The main emphasis of the method is centered on pulling together community resources in addressing social and economic problems. The literature shows that the method is currently underutilized in Tanzania and the reasons propelling such a situation are not clear. This study has found that developmental social work is confronted with the following barriers in Tanzania: lack of resources, nature of social work training and curricula, organizational factors/nature of social service agencies activities, lack of innovation and absence of regulations/clear guidelines. The findings also suggest that in order to make full utilization of developmental social work, structural, institutional, professional and individual factors have to be addressed.
