The main goal of any Government is to secure the basic rights of its citizens, promoting the welf... more The main goal of any Government is to secure the basic rights of its citizens, promoting the welfare (in general) and economic growth while maintaining domestic tranquilly and achieving sustainable development. Government and its agencies introduce several initiatives for the welfare of its citizens and to improve the quality of public services. The performances of all such initiatives need to be evaluated with the involvement of the citizens at large, to draw insights into the public acceptance of such initiatives. These insights gained can be used to restructure/transform the government initiatives to make them more successful. Routinely citizens use social networks to post their opinions, views, and comments. Analyzing social content media is thus very important for Governments to take decisions. Sentiment Analysis, as a tool can be used to analyze the citizens feedback expressed on all such social media.

The recent years have witnessed a massive and unprecedented growth of the World Wide Web. Usage of other social networking sites, Web Forums, and Blogs has also seen an ever-increasing trend. Twitter and Facebook, in particular, have become well-known means of communication over the Internet where millions of users share their opinions, reviews, experiences, thoughts, feelings, and preferences on different aspects of products or services, on a daily basis. This large volume of user-generated content contains sentiment-based sentences, which are expressions that describe the mood of the writer or his/her opinion towards a particular person/entity. This has resulted in the use of tweets, SMS messages, and other short informal texts being used in Sentiment Analysis (SA). In addition to text, emoticons are increasingly being used by people (specially youngsters) to express their feelings/sentiments that otherwise cannot be adequately communicated in words. Majority of the present SA systems do not consider emoticons as a part of analysis. However, emoticons are strong indicators of sentiments and can be considered as cues for analyzing sentiments. The main objective of this work is to determine whether emoticons can be used as reliable cues in SA, based on a comparison between SA conducted on tweets with emoticons and without emoticons

It offers unprecedented possibilities learning with mobility. This kind of learning can be called "M-learning" (Mobile Learning) at any point in the world. Meeting learners ' needs in the current scenario in which collaborative electronic and mobile education systems have become more evolving. Every learners ' needs differ in terms of learning; context, content, learning styles, speed of learning, even including preferences, places. Mobile learning enables the learner to learn while moving, enabling the learner to learn in any time and any place. Learning styles have evolved along with advances in technology; specifically advances in mobile technology and mobile networks. Portable devices such as mobile phones, tabs, iPods, etc. are commonly used today by all. The way we learn has been changed with the use of these devices in education. In M-learning environment the learner has access to the contents everywhere and every time through mobile devices. Customization and learner context awareness are the important factors in providing the learner with relevant content. Appropriate content delivery based on a learner's context is a complex process. So a content delivery system is needed that takes into account learners ' needs such as context, style and devices features. To model such a system neural network with fuzzy reasoning can be used, to accommodate the dynamically changing learning styles, contexts and characteristics of smart device. "If-then" conditions can be formed to build the suggestion rules required for such a content delivery system. ANFIS i.e. Artificial Nero Fuzzy Inference System is an integral asset to create fuzzy systems with IF-THEN guidelines. To model and analyze this type of context aware and adaptive content delivery system for an M-learning environment, ANFIS can be used. In this article, use of ANFIS tool is demonstrated for various m-learning scenarios with different contexts. Four different contexts are constructed based on the inputs given by the student learners. Using ANFIS these four scenarios have been analyzed empirically for their performance based on the RMSE of various membership functions.

The learner is the one who learns through these portable smart devices in a personalized environment. So the M-Learning system should understand the needs of a learner, the learning styles and features of the devices; and accordingly should build the context of the learner. The system should adapt itself to the context of the learner, to deliver the content in the video or audio or text formats. The learning styles are identified as V for Visual, A for auditory, R for read and K for kinesthetic. In this paper two contexts – college and house has been considered for the study of Chi Square Test. The Chi Square test has been conducted to find the association and dependencies between the various categorical variables of college and house against the VARK learning styles.
