The population of the study involved loan beneficiaries from Ardhi University, Tumaini university Dar es Salaam College and Self-employed from mwenge-Kinondoni. Convenience, Simple random and Snow ball sampling techniques were employed. The sample size of 169 was used but only 158 questionnaires were returned. Data were collected from the primary sources using a close ended questionnaire. Collected data were carefully checked and edited to ensure completeness accuracy, clarity and uniformity and finally analyzed using Descriptive and Inferential analysis.
The study examined the influence of willingness, attitudinal circumstances and HESLB loan collection enforcement methods on loan repayment frequency. The study finding revealed that willingness has positive (0.7818) and significant influence on the loan repayment frequency at 0.05 significant level (P=0.0001; P<0.05). The finding also revealed that attitudinal circumstances have insignificant (P=0.265, P=0.502, P=0.175, P=0.155, P= 0.925; P>0.05) influence on the borrower repayment frequency at 0.05 significant levels. Finally results showed that HESLB’s loan collection enforcement methods such as the use of penalty forgiveness, conducting employee inspection and restructuring of loan deduction rate from 8% to 15% have positive (0.817, 0.290 and 0.351 respectively) and significant (P=0.0001, P=0.016 and P=0.0001 respectively; P<0.05) influence on the loan repayment frequency. The therefore study recommended that HESLB’s should screen the loan applicant willingness to pay before granting loan and should use effectively HESLB’s collection enforcement such as the use penalty forgiveness to the loan defaulter, conducting employee inspection and restructuring of loan deduction rate from 8% to 15% that will boost the repayment frequency between monthly, quarterly, annually and lump sum payment.
