In 1995, a group of eminent Canadians concerned with Canada's depleting intellectual and financia... more In 1995, a group of eminent Canadians concerned with Canada's depleting intellectual and financial resources in the field of foreign and security policy created the Canadian National Committee of the International Institute for Strategic Studies (CNC-IISS). The Committee's intentions are to support and publicize the activities of the IISS, and stimulate discussion and research on foreign and security policy in Canada. In their initial discussions, many committee members expressed concern that Canada was gradually abandoning several of its international commitments, and might be veering inexorably towards retrenchment in international affairs, and even towards a form of isolationism. In the months that followed, the board of the CNC-IISS prepared a research project on the evolution of Canadian foreign policy, emphasizing the risks of a turn away from internationalism. An initial grant by the Donner Canadian Foundation funded the current study by the CNC-IISS officers and helped them to prepare the program for a more substantial undertaking culminating in a conference in Toronto in the spring of 1998.

This article provides an analytical framework which we employ to examine the 'interparadigm d... more This article provides an analytical framework which we employ to examine the 'interparadigm debate' currently underway in the field of international relations. Arguing that this debate is more significant than the previous 'grand debates' in the field because it is simultaneously fought on the terrains of ontology, epistemology and values, we use these categories to examine the central propositions of the major paradigms of international relations. We argue that the interparadigm debate is a series of attacks on realism from the other perspectives, which neo-realists attempt to counter by a reconstruction of realism through the appropriation and reinterpretation of concepts and arguments used by its main critics. The refurbishment of realism corresponds to an attempt at maintaining the intellectual hegemony of the paradigm on the teaching and practice of world politics. L'idéalisme libéral que prônait le sénateur Raoul Dandurand est revenu en force dans les rela... more L'idéalisme libéral que prônait le sénateur Raoul Dandurand est revenu en force dans les relations internationales, et il y a de nombreux parallèles à tirer entre les années 1920 et les années 1990. La période d'idéalisme que nous traversons se caractérise par le concept de « sécurité humaine » proposé par le ministre Lloyd Axworthy. Ce texte suggère cependant que l'idéalisme de Dandurand diffère de celui d'Axworthy, notamment en raison du scepticisme qu'il fait valoir concernant des questions comme l'intervention humanitaire à l'étranger, le rôle de la société civile et l'importance des préceptes du droit naturel. Une revue des idées de Dandurand soulève donc des questions sur les conséquences possibles de quelques aspects de la doctrine canadienne de sécurité humaine.
