Is citizen participation in policymaking and implementation desirable? Numerous studies have expl... more Is citizen participation in policymaking and implementation desirable? Numerous studies have explored its effects on policy outcomes and citizen attitudes. We, instead, examine its effects on public servants. Citizen participation changes public sector job characteristics and thus potentially job attitudes. Looking at job satisfaction, we argue that citizen participation negatively affects public servants who observe, but do not participate in citizen participation initiatives in their institution's decisions (“Spectators”), yet not public servants who are “Participants.” “Participants” learn to appreciate the benefits of citizen participation while minimizing its cost. Survey data from public servants in one developing country, Bangladesh, provides empirical support.

Bangladesh's gross domestic product (GDP) has risen to 329.12 billion dollars in recent years and is steadily expanding. According to BASEL AML Index data (2020), Bangladesh's current AML score is 5.88. It stands in 38 rankings among 141 countries where Afghanistan ranks in the number one position, scoring 8.16, and Estonia ranks in 141 places with a score of 2.36. To fight financial crime like money laundering, The Central Bank of Bangladesh has taken necessary steps to be in line with FATF Status. In this connection, Trade-Based Money Laundering is a type of money laundering that shall closely monitor. Under-invoicing and over-invoicing are regularly practiced by the importers and exporters while declaring false prices of the goods. At present Bangladesh has a total population of nearly 160 million out of which more than 110 million (73 per cent) people live in rural areas. Bangladesh’s per capita income is USD 750, ranking in UNDP’s Human Development Index (HDI) index as 146 among 187 countries (UNDP, 2011). Poverty is prevalent in Bangladesh and a substantial portion of the common populace (20 per cent) lives in extreme poverty and suffers from illiteracy, ill health, unemployment and lacks access to essential services provided by government. However, its achievement in the socio-economic (poverty reduction, primary school, enrolment, gender equity, reduction in infant mortality and fertility, higher access to safe water and sanitation) sphere is remarkable. The economy of Bangladesh has experienced an average GDP growth rate of over 5 per cent per annum during the last two decades. Bangladesh is now considered as the best performer among the countries defined as the Least Developed Countries (LDCs) by the United Nations. Goldman Sachs investment bank and economist Jim O‘Neill in a research paper (Goldman Sachs, 2007) named Bangladesh among the Next 11 (N-11) countries having a high potential of becoming the world’s largest economies in the 21st century along with the BRICs (Brazil, Russia, India, China and South Africa).

Efficiency of economic activities in agriculture crucially depends on the flow of information relating to farming decisions, as well as on demand for such information by farmers. This study examines the information needs and information-seeking behaviour of small-scale farmers in rural Bangladesh. Opinions and feedback of farmers were collected through mini–focus group discussions (MFGD) and in-depth interviews (IDI) in seven districts across Bangladesh. The study finds that many farmers lack awareness of where and how to obtain agro-information. The priority areas on which farmers typically seek information include seeds, fertilisers, agriculture credit, irrigation, disease and pest management.
