Theories of dual cognition assume two distinguishable information processing styles: rational and... more Theories of dual cognition assume two distinguishable information processing styles: rational and intuitive. We discuss how the concepts of rationality and intuition are used in these theories, and the relations of these two thinking styles to personality characteristics. With the Rational-Experiential Inventory (REI; Pacini & Epstein, 1999), a questionnaire that assesses personal preferences for thinking either rationally or intuitively, we found clear evidence for the independence of the two thinking styles in a large Dutch sample (N = 774). We also found Conscientiousness to be a significant predictor of a preference for rational thinking and an inverse predictor of intuitive thinking. We also administered the REI and a Big Five inventory to a Spanish sample (N = 141), and present these results next to those of the Dutch sample. We further established the validity of the REI's distinction between rationality and intuition by administering another measure, the Preference for Intuition or Deliberation (PID; Betsch, 2004, 2008), to a subset of the Dutch sample (n = 405). We briefly describe two small studies in which a preference for rationality or intuition, measured by the REI, was found to be related to task behavior. In the general discussion we consider all results together, and compare them to Pacini and Epstein's results. We conclude that a dual-process distinction between rationality and intuition is valid cross-culturally and that a proclivity toward either is reliably measured by the REI, not only in the USA but in Europe as well.

It discovered that the public bureaucracy in Nigeria has been hounded by colonial legacy, the prolonged military rule, unstable political environment, economic crisis, social menace, constitutional lapses, unfavourable public policies such as the federal character, bureaucratic bottlenecks (such as red-tapism, rigidity, centralization, excessive bureaucratic layers), poor conditions of service etc. All of these factors have impeded the effective performance of the Nigerian bureaucracy in several ways. The association of bureaucracy with pejorative expression cannot be totally isolated from the factors enumerated above. The paper concluded that except these problems are addressed (some of which, suggestions are made in the paper), the prospect for its survival is dicey.

The paper also examined and discussed the problems of personnel distribution in the Nigerian Federal Civil Service and the attendant effect on government policies and programmers.
This study examined the impacts of oil derivation fund on the socio-economic development in the N... more This study examined the impacts of oil derivation fund on the socio-economic development in the Niger Delta Region of Nigeria, 1999-2014. Data from both primary and secondary sources were used to achieve the objectives of the study. Three out of the nine oil producing states that constitute the Niger Delta region of Nigeria were purposively selected from which three local government areas each were sampled. Primary data were collected using questionnaire, in-depth interviews and direct observations, while secondary data was sourced from the monthly publications of the Federal Ministry of Finance on revenue allocation. Two sets of questionnaires totalling 330 (Type A 150 for civil servants; Type B 180 for members of the oil producing states) were administered on respondents out of which a total of 249 representing 75.5% were completed and returned. Training and development helps to ensure that organisational members possess the knowledge and skills they need to per-form their jobs effectively, take on new re-sponsibilities, and adapt to changing con-ditions. (Jones, George and Hill, 2000). It is further argued that training “helps im-prove quality, customer satisfaction, pro-ductivity, morale, management succession, business development and profitability.”

It also identifies, discusses and analyses the causes as well as the various ways conflicts manifested in the administration of secondary schools in the state. The effects of conflicts on school administration are equally examined. Quantitative and qualitative data were generated from both primary and secondary sources. The paper shows that administration of secondary schools in the state was hampered by high rate of conflicts. Several types of conflicts were identified in the schools among which were conflicts between management and staff, between staff and students, between the communities and schools, and inter-personal conflicts, to mention a few. The causes of conflicts in schools in the state included inadequate welfare package for workers, forceful and compulsory retirement/retrenchment of workers, administrative incompetence, personality clashes, role conflicts,...

I sincerely thank God for this honour and privilege. A renowned Professor of Political Science, Sam Oyovbaire emphatically asserted that "there is crisis of governance in Nigeria," it is "real, tangible, obvious and clear." It is difficult to contradict this observation, because evidences abound that make governance crisis not only perceptible, but visible, touchable and solid. It is also a fact that Onanuga (2014) contends that "we are all victims of Nigeria's governance crisis and we all experience its symptoms" in one form or the other. These symptoms include, among othersdyshnctional government, failed educational system, debilitated health system, malfunctioned transport system, deteriorated security system, epileptic power supply, food insecurity, defective socioeconomic and political system. All of these, point to the incapability and helplessness of government to function well in these areas, which amount to government's total or partial failure to perform its primary functions up to expectations. During an interview on A1 Jazeera Television, Muhammadu Buhari (then as an APC presidential candidate) was quoted to have said that the "government has failed in its principal duty of protecting life or property of all beings inside its territoryw.' It is rather disturbing to observe that the security situation has not dramatically improved since May 29, 2015 when he took over as the President of the Federal Republic of Nigeria except for the gallant performance of the Nigerian security forces, which has increased our optimism that the Boko insurgency will ultimately be routed from Nigeria's Northeast. Nigerian Governance Environment It is pertinent at this juncture to ask: What do we mean by governance? This is with a view to understanding the limiting factors inhibiting the effective application of the federal character principle. The study utilised primary and secondary data. Primary data were collected through the administration of questionnaire and the conduct of in-depth interviews. The study population comprised 1,927 staff on Grade Levels 7-17, drawn randomly from six selected federal ministries. Questionnaire was administered to the respondents to elicit information on the challenges facing the application of the federal character principle in the Federal Civil Service. Out of 1,927 copies of questionnaire administered 1,548 (80%) were duly completed and retrieved. Interviews were also conducted with six Permanent Secretaries (PS) of the selected ministries; five directors/deputy directors; six Commissioners of the Federal Character Commi...

The cut-throat rivalries among the political parties, as represented in the Executive and legislature, have been responsible for the political instability of the previous republics. What has been responsible for the relative calm in the political space of Nigeria? How has political elites responded to the issue of governance since the inception of Nigeria’s Fourth Republic? How can the Nigerian state build and improve on the current political climate? These and other issues are what the paper has addressed.
