9 Biography Arc Dr. Okoye BSA is a graduate of architecture and urban & regional planning from University of Nigeria (B Arch, 1981; MURP, 2006). He is a doctorate degree holder in architectural studies at Chukwuemeka Odumegwu Ojukwu University (COOU). He is a Fellow of the Nigerian Institute of Architects; Registered with Architects Registration Council of Nigeria; Member, Nigerian Environmental Society. He served in Architects Registration Council of Nigeria Council (2010-2013). He is an architect/teacher with experience in private practice and is currently a Lecturer at the Department of Architecture, Chukwuemeka Odumegwu Ojukwu University. His research interests are in the areas of housing, facilities management and building maintenance. He has worked in committees and held several leadership positions in professional, institutional, religious and community organizations. Within the university, these include being Acting Director Works and Physical Planning Director for the University (2005-2007). Lecturer in Department of Architecture (2007 till date). Head, Department of Architecture (2009 – 2013). Doubled as Head of Architecture Department and Acting Director of Physical Planning (2011 -2014). Arc Okoye is married to Mrs Ifeoma Josephine Okoye and they are blessed with children.

Occupied residential buildings, in public housing estates in Nigeria have been found to lack adequate maintenance attention from the facility providers. Also, this state of affairs has been associated with socioeconomic characteristics of residents. This study therefore sought to investigate the tenure status of the residents and its relationship with the maintenance conditions of residential buildings in Enugu State Housing Development Corporation (ESHDC) estates in Enugu metropolis with a view to developing improved maintenance guidelines for public residential building design. Survey design method was applied and it focused on four of ESHDC housing estates. A multistage stratified random sampling method was adopted in the selection of the study sample. The research method adopted for this study was survey method; the two estates were visited to examine the disposal methods to know the method that has negative impacts on the environment. The systems common in the estates are On-site system and Centralized system. The onsite system is gaining more importance in the estates as different from the centralized system which was initially planned in the estate. However, the systems are not without challenges resulting from choice of inapt skill, improper siting, non- adherence to proper design concepts and lack of proper maintenance. These bring about negative environmental impacts ranging from ground water contamination, pollution of surface water bodies to contribution to global warming through the emission of green house gases.
