This stigma is growing rapidly among Indonesians because the news in the media seems to accuse Islamic organizations of being the source of radical movements. In addition, Islamic organizations are required to balance technological developments and utilize communication media in the modern era to re-establish the image of Muslims in Indonesia. Accordingly, it is necessary to characterize and compare the available literature on indicators used in safety management practices in the utility industries. Methods: The systematic literature review was based on the Preferred Reporting Items for Systematic Reviews and Meta-analysis statement. This study considered 25 related studies from Web of Science and Scopus databases. Results: Further review of these articles resulted in three mains performance indicators; namely, driven leading indicators, observant leading indicators, and lagging indicators consisting of 15 sub-indicators. The method used was a Mix Methods Research Approach, which is a combination of qualitative descriptive and quantitative exploratory approaches. There were 150 respondents for the three research locations at Palu City, Sigi Regency and Donggala Regency. Respondents were selected by considering the event conditions experienced, physical damage to their house and their educational background. Media sources of disaster information analyzed were TV, internet, mobile phone (WA/SMS), radio, mosque/church, surau, community leaders and word of mouth. Traumatic events of natural disasters leave psychological impacts such as stress, and anxiety. In the study location, trauma healing programs are widely applied during the disaster and recovery process, with interpersonal exchanges used to increase self-motivation. The ideology spirit of radical groups in Central Sulawesi postconflict Poso has meet with the process of shifting value through the transformation of ideological values of radical groups. At the conflict time in 1998 to 2001, radical doctrine through the spirit of jihad waged a resistance effort against religious conflict between Muslims in Poso and Christian residents. Post-conflict in Poso, doctrinal value of ideological radicalism transformed its meaning based on the circumstances developed in Muslim societies. The process of the transformation formed in various terrorism actions. It formed into three meaning of spirit of ideology: first, the meaning of qisas is constructed into an effort of revenge through terror murder as stated on Al-Quran. Second, the doctrine of jihad fi sabilillah is constructed in terms of "amaliyah" and fa'I spread hatred to kuffar and evil "thought". The focus of the analysis is to accentuate the contents of the legislation related to the legal handling of terrorism cases in Central Sulawesi. Thus, the study was carried out through statute, comparative law and conceptual approach, as well as using qualitative data analysis method. Data were processed by first describing all the legal materials that had been collected through inventory, identification, classification and systematization according to the problems in this study.
