Such a program require monitoring of end-use appliances energy consumption in real-time. The worldwide recent adoption of smart-meter in smart-grid, has led to the rise of Non-Intrusive Load Monitoring (NILM); which enables estimation of appliance-specific power consumption from building's aggregate power consumption reading. NILM provides households with cost-effective real-time monitoring of end-use appliances to help them understand their consumption pattern and become part and parcel of energy conservation strategy. This paper presents an up to date overview of NILM system and its associated methods and techniques for energy disaggregation problem. This is followed by the review of the state-of-the art NILM algorithms. Furthermore, we review several performance metrics used by NILM...

This signal is acquired from the patient's body by the ECG sensor. The interface includes the instrumentation amplifier, bandpass filter, notch filter and the gain amplifier for improving the weak signal captured from the human body. The interface designed is intended to be used in supporting remote monitoring devices for the patients living in areas with limited access to medical assistance or scarce clinical resources especially in rural areas. The patient monitoring systems are expected to use the GSM/GPRS network directly through GSM/GPRS modem instead of using additional devices like Personal Digital Assistant (PDA). Since, the network is currently available in remote area for access. The design is helpful to improve people's quality of life, as well as to allow an improvement in the government attendance indices.

Tanzania telecommunication sector has witnessed fast growth in the number of mobile telephone use... more Tanzania telecommunication sector has witnessed fast growth in the number of mobile telephone users now served by seven cellular operators. Until February 2012, there were about 26 million mobile phone subscribers served by more than 4,000 base stations spread all over the country. Despite the many advantages brought by these systems, there is increased public concern over possible adverse health effects due to electromagnetic fields (EMF) radiated by these equipments. This paper aimed to analyze the impact of the electromagnetic radiations from cellular phones to male sperm infertility. The cellular phones with operating frequency of 900MHz and operating frequency 1800MHz were placed at a certain distance near the male reproductive organ (testis) and then electromagnetic wave radiated by the phone were analyzed by measuring the SAR of the testis. It was concluded that there is significant impact on the male sperm fertility on the exposure of the male reproductive organ to the radia...

Gairo is among the districts that frequently face FMD. This study found that the current mechanism for communicating FMD in Gairo district suffers from a long chain of information flow that causes delay and insufficient information for FMD control. Therefore, this study aimed to explore the implementation of an information system named "Monitoring System for Transboundary Foot and Mouth Disease," developed purposely to provide a standard platform for communicating FMD between livestock keepers and other stakeholders in the district. The system enables timely sharing of FMD events such as outbreaks, precaution measures, clinical signs, and negative impacts using Short Message Services (SMS), Unstructured Supplementary Service Data (USSD), and Voice Calls (robo-calls) through the mobile phones. Also, livestock keepers may report FMD outbreaks direct to the system using feature phones. The Statisti...

This paper presents the design and implementation of an intelligent Dynamic electronic billboard ... more This paper presents the design and implementation of an intelligent Dynamic electronic billboard based on QR-Code (Quick Response Code) that can be used in a variety of interior locations such as offices, malls, universities, supermarkets, and other similar establishments. A screen display, a sensor such as a PIR motion sensor, and a QR-Code reader are all included in the system. Once scanned, the QR-Code should provide rapid access to information. While the motion sensor detects a nearby person and instructs the system to display the QR-Code on the billboard for the person to scan, the display device continues to display the company's products or announcements. The QR-Code contains Uniform Resource Locators (URLs) in our prototype, and once scanned, a user follows the link and begins exploring what he or she needs to see on a display device based on what the companies sell or communicate with the general public. As a result, the system allows users to interact with it by allowing them to search for what they need using QR-Codes. The Raspberry Pi houses the sensors and display device, allowing the system to relay sensory data to a web server using the HTTP (Hypertext Transfer Protocol) protocol. Because of its low cost, efficiency, and ease of use, the designed system is beneficial.

The situation has stirred up efforts of software engineers towards integrating the collection of environmental factors from Environmental Management Systems (EMSs) into Healthcare Information Systems (HISs). HISs and EMSs have a large diversity of stakeholders and technological application domains; as a result, they face interoperability complexities. In spite of the established knowledge of software-architecture, there is still a lack of unified architecture for integrated Healthcare and Environmental Management Information Systems (HEMISs) to support the development of HEMISs and solve the interoperability challenge in a holistic way. This work proposes conceptual design view of the unified architectural model for HEMIS that would serve as a blueprint for the development of HEMISs and also, enhancing the analysis of epidemic diseases which have a strong linkage with environmental factors. As a proof of concept, the designed unified architecture has adopted features from IEEE 42010-standard, Siemens' Four View Model, Protocol Translator and Key Attribute Value table architecture style, and used Unified Modeling Language (UML) in its design visualization.

Middlemen have good knowledge of working conditions of markets and have access to agricultural market information. Due to poor access to markets and agricultural market information by smallholders, there is a feeling that middlemen benefit more while farmers sell their crops. Good access to markets and market information may help farmers bypass middlemen while selling crops and thus benefit more. Thus, it is best to improve the informational capabilities (ICs) of farmers in agricultural marketing. Thus, this research measured ICs of farmers accessing market information, through a program NINAYO, while selling their crops. The research utilized the informational, psychological, social, and economic dimensions of the empowerment framework in identifying capability indicators to formulate survey questions. Data were collected from smallholders in six regions in Tanzania. The analysis utilized measures of life satisfaction and results showed that about half of the variation in the dependent variable, satisfaction with capabilities, was explained by the model. Backward elimination analysis confirmed that life satisfaction is multidimensional. Robustness test confirmed a positive relationship between satisfaction and capabilities. Overall, results confirmed ICs are multidimensions, their improvement empowers farmers in agricultural marketing.

All higher learning institutions (HLIs) have a specified period of time for students to carry out field based practices in companies which are relevant to their fields of study. As the number of students in Tanzanian HLIs become larger, coordination and allocation of students to relevant companies is becoming tougher. This study therefore intended to examine a better method to facilitate coordination and allocation of students to relevant companies through development of an online computer system. The research study to determine systems' requirements was conducted in Arusha and Kilimanjaro regions by involving 62 HLI students, 3 HLIs and 5 companies. Data were collected using key informant interviews, observation and workshop. Both informative and descriptive information regarding current practices and desired features were collected and analyzed. It was found that, a platform for registering students' profiles and companies' information has advantages to all three main stakeholders who are HLIs, students and companies. Prior to actual implementation, collaborative prototype was designed using pencil software and shared to 5 users from each group of stakeholders to evaluate the tasks. Responses from users were used to refine the requirements and design the final prototype. The final prototype design was used to develop a Field Attachment Management System (FAMS). FAMS indicated to have improved access of students to relevant companies, reports generation, students' assessment and follow-up conducted by HLIs to their students.

For visually impaired learners have been relying on other learners to get information through their smart devices. Visually impaired traditionally relied on the assistance and kindness of others for their everyday learning activities. It was due to the lack of essential accessibility, knowledge, skills, and affords when carrying out many learning activities. It is a little bit unknown environment for visually and makes them uncomfortable to use smart devices [1]. Most of the learning system available in Tanzania does not satisfy visually impaired learners often since they have an incomplete/ poor design to accommodate them to learn resulted from system developer's failure to involve users (Visually Impaired) during the design stage, to fit with the requirements [2, 3]. *Author for correspondence Recently smart devices have emerged in platforms for designed an assistive technology software which is embedded in them. Users requirements and awareness of the visually impaired population have made devices manufacturers incorporate accessibility part in their devices. Also, there are third-party developers have been trying to develop assistive technologies to fit gaps for accessibility of other smart devices available [4]. Despite the above advances, assistive, or even accessible mobile phone software development is still an emerging market [5]. Consequently, most of the instructors assume learners have sight while preparing learning material and upload them in m-learning; hence it is difficult for VIL to engage themselves in self-learning using smart devices visually impaired users face some challenges when operating their mobile phones. Partially sighted users, for example, may complain about the size of the letters on the relatively small phone screens, while blind users have difficulties finding items quickly on a touch screen smart device. These encounters, though, do not seem to be an

The introduction of Non-Transmittable Codewords (NTCs) into Viterbi Algorithm Decoder has emerged... more The introduction of Non-Transmittable Codewords (NTCs) into Viterbi Algorithm Decoder has emerged as one of the best ways of improving performance of the Viterbi Algorithm Decoder. However, the performance has been tested only in hard decision Viterbi Decoder in telecommunication systems, but not in soft decision Viterbi Decoder and storage media. Most storage media use Reed Solomon (RS) Algorithm Decoder. Yet, the field experience still shows failure of the algorithm in correcting burst errors in reading data from the storage media; leading into data loss. This paper introduces the Soft Viterbi Algorithm Decoding enhanced with Non-Transmittable Codewords for storage media. Matlab software was used to simulate the algorithm and the performance was measured by comparing residual errors in a data length of one million bits. Additive White Gaussian Noise model was applied to distort the stored data. The performance comparison was made against the Reed Solomon code, Normal Soft Viterbi and Hard decision Viterbi enhanced with NTCs. The results showed that the Soft Viterbi Algorithm enhanced with NTCs performed remarkably better by 88.98% against RS, 84.31% against Normal Soft Viterbi and 67.26% against Hard Viterbi enhanced with NTCs.

In this work, a smart sensing system that helps in detecting animal emotions based on information from physiological parameters obtained from sensors attached on animal body, has been designed. The signals are continuously obtained from a heart rate sensor, galvanic skin resistance sensorand body temperature sensor. After amplifying and filtering of the signals from the sensors are done, they are processed in the microcontroller and transmitted wirelessly using GSM modem and ZigBee technologies. The signals which are received from the system are displayed and stored in the database where they are analyzed visually for patterns. The four basic emotions parameters observed in this project are happy (excited), sad, angry and neutral (relaxed). In this research dog have been used for the pilot study.

HoweverViterbi decoder enhanced with NTCs is not yet designed to work in storage media devices. Currently Reed Solomon (RS) Algorithm is almost the dominant algorithm used in correcting error in storage media. Conversely, recent studies show that there still exist low reliability of data in storage media while the demand for storage media increases drastically. This study proposes a design of the Soft Viterbi Algorithm decoder enhanced with Non-transmittable Codewords (SVAD-NTCs) to be used in storage media for error correction. Matlab simulation was used in this design in order to investigate behavior and effectiveness of SVAD-NTCs in correcting errors in data retrieving from storage media.Sample data of one million bits are randomly generated, Additive White Gaussian Noise (AWGN) was used as data distortion model and Binary Phase-Shift Keying (BPSK) was applied for simulation modulation. Results show that, behaviors of SVAD-NTC performance increase as you increase the NTCs, but beyond 6NTCs there is no significant change and SVAD-NTCs design drastically reduce the total residual error from 216,878 of Reed Solomon to 23,900.

Despite being useful in medicine, ultrasonograms usually suffer from multiplicative noises that may limit doctors to analyse and interpret them. Attempts to address the challenge have been made from previous works, but denoising ultrasonograms while preserving semantic features remains an open-ended problem. In this work, we have proposed a diffusion-steered model that gives an effective interplay between total variation and Perona-Malik models. Two parameters have been introduced into the framework to convexify our energy functional. Also, to deal with multiplicative noise, we have incorporated a log-based prior into the framework. Empirical results show that the proposed method generates sharper and detailed images. Even more importantly, our framework can be evolved over a longer time without smudging critical image features.

To provide realtime online monitoring and Internet of Things (IoT) capability, the system collects and uploads sensor data to ThingSpeak cloud via GPRS internet connectivity with the help of AT commands in combination with HTTP GET method. Moreover, the system sends message alert to the responsible organ through GSM/GPRS network and an SMS gateway service implemented by Telerivet mobile messaging platform. In this prototype, Telerivet messaging platform gives surrounding communities a means of reporting observed or identified water pollution events via SMS notifications.
