English title: A comparative analysis of Foundations for Improvement Employment Possibilities in ... more English title: A comparative analysis of Foundations for Improvement Employment Possibilities in Slovenia and Coordination of Knowledge and Skills in Selected Countries The Labour Market Regulation Act defines the establishment of Foundations for Improvement Employment Possibilities. These are private, non-governmental organisations of adjustment of offer and demand on regional labour market. The present paper analyses the only two functioning foundations in Slovenia, mostly from the view of establishment procedure, organisation and field of work in local environment. The research proves that there are challenges and opportunities in organisation and functioning of foundations, namely in connecting of economy needs with education. The proposal of working programme of the foundations has been identified, namely to systematically identify the needs for knowledge and skills on the regional level. The international comparative analysis of foreign practice with different approaches of predicting and balancing of knowledge and skills proves their significance in practice. Germany and Austria have a coordinated holistic system. For Denmark, as for Slovenia, a decentralised system is typical, where the systematic prediction of needs according to professional qualification is not explicitly determined. In Slovenia, national guidelines and predictions in establishing the system of predicting the needs of employers according to knowledge and skills are define on long term. It is necessary to assure a partnership between the government, employers, the two foundations and the unions and assure the co-financing of the work programme from the budget.
