This chapter analyses the pessimistic view implied by the ‘tragedy of commons’, that uncoordinate... more This chapter analyses the pessimistic view implied by the ‘tragedy of commons’, that uncoordinated human behaviour leads to the destruction of the commons. It identifies the limitations of Ronald Coase’s theory that agents may get involved in voluntary exchanges of their rights to impose externalities on the others. The possibility of spontaneous cooperative behaviour in a strategic framework is examined based on recent developments in non-cooperative game theory. It is argued that many of the problems encountered in unregulated common property are problems of coordination and leadership, thus not adequately represented by the prisoner’s dilemma.

The custom often acts as a powerful hindrance to equity-increasing changes. In this paper, we pre... more The custom often acts as a powerful hindrance to equity-increasing changes. In this paper, we present a simple model of legal dualism in which a progressive legal reform may have the e¤ect, under certain conditions, of shifting the con ‡icting custom in the direction intended by the legislator. Formal law then acts as a outside anchor that exerts a 'magnet e¤ect' on the custom. We also characterize the conditions under which a moderate reform performs better than a radical one in improving the welfare of the weaker sections of the population. We illustrate our insights using examples on inheritance, marriage, and divorce issues in Sub-Saharan Africa and India.

It covers cooperation in repeated games, cooperation in game with communication, and cooperation in one-shot games. It argues that people often fail to behave in ways that do not support the universal free-riding hypothesis, even when interactions are not repeated.

Title – Growth and Poverty Reduction in Developing and Transition Countries Abstract – The aim of... more Title – Growth and Poverty Reduction in Developing and Transition Countries Abstract – The aim of the paper is to evaluate economic growth rates required in differentes regions of the world to reach the millenium development goal of halving global poverty rate by 2015. Current situation of poverty is briefly presented in the first part of the paper. The second part investigates the link amongst economic growth, inequality, and poverty reduction. Studying 99 episodes of growth or economic recession, we show that the greater the initial inequality the lower the elasticity of poverty to growth, and the higher the initial economic development the higher the elasticity. Based on these results, we evaluate that the per capita growth rate required to reach the millenium development goal in African, Asian and Latin American countries is around 50 %, much lower for Eastern European countries and the Middle East.
