After years of reform efforts, the working staff and the faculty in particular at Vietnamese univ... more After years of reform efforts, the working staff and the faculty in particular at Vietnamese universities have achieved great growth in both volume and quality. However, in the contemporary context with new demands, some limitations have been revealed among the faculty. This study proposes a framework for improving faculty capacity to meet the needs of higher education innovation to become the driving force for socioeconomic development in Vietnam. Using the method of document analysis combined with the experience in assessing education quality, the author presents a framework with 4 core contents: (1) Faculties' competency, responsibilities and orientations for developing their tasks; (2) Integrating research and teaching to enhance outcome qualities and the employability of graduates; (3) Participating in community engagement activities and service to fulfill the third mission of the university; (4) Choosing a personal teaching philosophy that governs professional activities, shaping the beliefs, values and attitudes that a higher education lecturer needs to demonstrate. Based on the research results, the author recommends that all four contents should be fully implemented and used as benchmarks for the corresponding criteria in the Set of Criteria for Assessing (1) the Quality of Higher Education at the institutional and (2) the training programmes.

What good practices are there to concretize the roles and functions of the University Council (UC) in the work of QA? We agreed that in pricipal, UC is responsible for university governance activities in line with the HEI's development strategy with 4 important areas of work: Determining vision, mission, cultural values; Building development strategies and policies including QA policies; Mobilizing resources inside and outside the institution including investment; and risk management. QA is one of the strategic contents and therefore is one of the most important policies. Self-assessment of educational quality is a tool for implementing accountability, one of the contents of governance, and also a condition for HEI to implement autonomy. Educational quality accreditation is a tool for the State and society to monitor HEIs in implementing national educational goals and assigned autonomy; it is a measure to protect consumers-students in the process of developing market-oriented HE.

Beta lactam antibiotics were very effective against Streptococcus pneumoniae. However, resistance... more Beta lactam antibiotics were very effective against Streptococcus pneumoniae. However, resistance to this class of antibiotics has become an increasing problem. Reports of penicillin resistant and multidrug resistant strains are being made in many parts of the world. We examined the drug sensitivity pattern of S. pneumoniae isolates in a retrospective analysis of laboratory records of S. pneumoniae isolates between March 2001 and April 2005 at Gondar University Hospital, Ethiopia. A significant proportion of the isolates were found to be resistant to one or more of the commonly used antibiotics. Furthermore, the isolates appear to be acquiring an increasing resistance to crystalline penicillin, cotrimoxazole and ampicillin. This situation needs immediate attention.

This paper outlines the results of external assessment and the accreditation of educational quali... more This paper outlines the results of external assessment and the accreditation of educational quality of 17 non-state universities according to the Consolidated Document No. 06/2014 / VBHN-BGD & DT, implemented by 4 Educational Quality Centers and published the Resolution on social networks. The article also compares main reasons that the criteria have not been achieved in the non-public universities and some recommendations. Due to the limited framework of the article, we only focus on presenting criteria that more than 20% of non-state institutions have not met the requirements. In addition, some criteria with higher index than public schools are also analyzed here.
