Since its inception, ten conferences have been held. UNCTAD XI was another step towards bridging the gap between the developed and the developing countries in the form of dialogue and action. The failure of Cancun Ministerial Conference in 2003 and subsequent apathy and frustration of developing and LDCs in the multilateral trading system led to creation of UNCTAD XI. This eleventh session of the United Nations Conference on Trade and Development took place in Sao Paulo on 13-18 June 2004. The overall theme of this 2004 ministerial event (UNCTAD XI) was “enhancing the coherence between national development strategies and global economic processes towards economic growth and development, particularly of developing countries”. In this paper, an attempt has been made to study the role of UNCTAD XI in reference to the previous experiences of the various development tasks undertaken by UNCTAD in coherence to trade issues.

It highlights key issues and risks and outlines the possible ways in which they can be tackled. Since the idea is to spur the organization to greater successes using ICT, the solutions will be discussed in terms of a framework. Such an approach will ensure that the organization is in a position to exploit opportunities without collapsing from within/without; and it will also aid the “minimalist approach” which favors a high economy of effort and resources. The new waves of technology, radical business models, competition, and regulations which hit the industry at an unrelenting and ever-increasing pace are ample illustration of the fact that ICT has become all pervasive in transforming all the industries. Given this context, it becomes imperative for organizations to understand the main elements of such change(s) especially when they have decided to embrace the ICT models. Concomitantly, this will also enable them to effectively map out their future based on how relevant each of the specific elements is to their location/profile(s). This chapter will therefore explore the manner/modalities through which ICT is acting as a major force of transformation within the industries.

Taking a cue from Bernanke’s ‘savings glut’ hypothesis, which has held ‘global imbalance’ to be a factor behind the global financial crisis, specifically, the article argues that in these countries, the nature of current account balance has undergone a sea change since the end of the 1990s. They also accumulated a substantial amount of foreign exchange reserves since then along with a major shift of trade regime and consequent trade surplus in all these countries. The article conjectures that the mishandling of the rescue package by International Monetary Fund could have induced them to go aggressively for accumulation of forex reserves. Thus, the two crises separated by a ...
