During Lula's government (2003-2010) we observed significant changes in Brazilian foreign policy ... more During Lula's government (2003-2010) we observed significant changes in Brazilian foreign policy around the enhancement of South-South dialogue and diversification of partners. In this context the technical cooperation between Brazil and developing countries has grown considerably, particularly with Latin America, Africa and East Timor. In another study on relations of power around the language policies of the Community of Portuguese Language Countries (CPLP) for the expansion of Portuguese, we identified the production of an effect of homogeneity that aims to silence the heterogeneity in the discourse of the organization. The objective of this study is to analyze the technical cooperation projects offered by Brazil to the countries of the CPLP in education to see if this effect of homogeneity is also presented in these policies, thus favoring, Brazilian Portuguese and a Brazilian vision of education and consequently culture. After analyzing a variety of sources-including official texts of Brazilian and other countries, reports and academic studies of technical cooperation projects worked on, and press reports-we can conclude that despite the discourse of solidarity, the Brazilian cooperation is still far from a construction between two or more parties, privileging a meaning of "transfer" of expertise.
