This article explains several core aspects of the experience of the Omar Dengo Foundation of Cost... more This article explains several core aspects of the experience of the Omar Dengo Foundation of Costa Rica in the development of the Deliberative Capabilities in School Age Children project, a set of citizenship education programs based on the conception of children as citizens and on a particular conception of the role of digital technologies in the promotion of children’s high-order skills. It analyzes the outcomes of the program designed for elementary schools and presents the lessons learned in the process of scaling up the initiative from its inception as a pilot to its implementation as a regular after-school program within the Costa Rican National Program of Educational Informatics.

Even today, when there is no longer any doubt about ICT’s importance and impact, development poli-cies and initiatives are not always oriented toward addressing major long-term needs. As is well-known, most efforts to bridge the digital divide have been highly technocentric. Key attention has been given to issues of infrastruc-ture. The key role played by education in the dynamic of economic development is nowadays readily recognized. Businessmen, industrialists, academics and politicians alike are aware of the very close connection between education, technology and growth. Unfortunately, this recognition is marred by glaring contradictions. Every day the gap widens between the demand for highly qualified human resources and the output generated by education systems. Individualmente, realiza un trabajo que es unico, aunque como grupo cada clase puede tener un tema comun. Este trabajo lo lleva cada escolar a su propio ritmo e intereses, manifestando su talento espontaneamente.

Progresivamente, la asignación de fondos a programas tecnológicos con fines sociales particularm... more Progresivamente, la asignación de fondos a programas tecnológicos con fines sociales particularmente educativos ha dejado de ser concebida como un gasto y es aceptada como una inversión imprescindible para el futuro que influye, además, en los equilibrios de poder entre las naciones. El papel central que juega la educación en la dinámica del desarrollo económico, es hoy reconocido sin dificultad. Empresarios, industriales, académicos y políticos, por igual, son conscientes de la íntima relación que existe entre educación, tecnología y desarrollo. Lamentablemente, esta constatación nos llega en medio de enormes contradicciones. Cada día se acentúa más la brecha entre la demanda de recursos humanos altamente calificados y los resultados que generan los sistemas educativos. En casi todos los países, domina una insatisfacción endémica con esos sistemas.
