This chapter seeks to examine British attitudes to the Anglo-American ‘special relationship’ and ... more This chapter seeks to examine British attitudes to the Anglo-American ‘special relationship’ and Cold War strategy in the Middle East in the aftermath of the Suez Crisis. The restoration of transatlantic cooperation between 1957 and 1962 was arguably more a product of similar threat perceptions in the region than any other factor. Rather than constituting a ‘transfer of power’, the special relationship in this case saw a sharing of responsibilities, a product of more effective American management of the alliance that ensured the continuation of a substantial British commitment to the Gulf in the 1960s.

The Middle East remained at the forefront of British and American continued regional instability and led to close allied cooperation over the perceived Soviet threat in Syria. This ensured that by the time of the Washington Conference in October 1957 both Macmillan and Eisenhower agreed that the Middle East required a joint Anglo‐American policy to safeguard vital regional interests.

This article seeks to outline the relationship between the enlargement of NATO and the EU and the... more This article seeks to outline the relationship between the enlargement of NATO and the EU and the reform of civil-military relations in the countries of Central and Eastern Europe (CEE). The principal argument is that while NATO has taken the lead in providing assistance in this area, it is not equipped to support the fundamental changes in civil society that are needed to consolidate democratic oversight of the military and effective defense reforms. While the EU has not taken a prominent role in the reform of the CEE militaries, it will in the long-term have a more fundamental impact on civilmilitary relations owing to its greater interest in real societal transformation.

On the contrary, after agreeing to disagree over the Iraq war, the United States and the pro-and anti-war members of the European Union have made quick progress in mapping out a joint policy on the most dangerous potential threats to international security. June 2003 saw intensive diplomatic activity between the US and the EU aimed at securing agreement on how best to counter the challenges of international terrorism, rogue states and weapons of mass destruction (WMD).
