It traces the origins of the Frontline states alliance, its opposition to South African destabilization in Angola and Mozambique and finally its role in the creation of a new framework for regional economic cooperation. It aimed at stopping the South African hegemony in the region. The author examines how they coordinated their resources against the backdrop of their individual and collective weakness. The author uses this small state alliance as a vehicle for investing the ways in which weak and dependent states influence change in a regional subsystem dominated by powerful opposing state. Khadiagala argues that South African hegemony has not been the sole determination of interstate behaviour in the region. The action taken by the small states in opposing a particular matter should be taken into account. He further argues that in such a regional systems of unequal power relations, small state alliances enhance their objectives largely by drawing on the support of extra regional actors. In this context their role is significant.
