Collective interests and identities, notions of rights and justice, and specific claims and colle... more Collective interests and identities, notions of rights and justice, and specific claims and collective demands are (partly) shaped by the interpretive frames through which people make sense of the world. This view is quite widely accepted by now, in studies on labor history, social movements, and popular politics. Hence the current interest in “languages of politics”, which enable and constrain what can be imagined and said in the political arena; “collective action frames”, which define specific conditions as unjust and show what collective actors can do about it; popular nationalist discourse that shapes political change on different levels of society; and “languages of class” and “identity stories” that specify and enforce distinctions between “us” and “them” and create (new) political practices.

Relacoes de poder assimetrica, prioridades no conflito e compensacoes entre diferentes metas, levaram a uma abundância de iniciativas contrastantes que reformulam as relacoes sociais nos territorios rurais. Si bien la globalizacion ha tenido como consecuencia una internacionalizacion de los debates academicos, las circunstancias locales y las desigualdades materiales determinan las agendas intelectual y politica.
Research on technocrats in Latin America tends to focus on contemporary examples. Yet the technoc... more Research on technocrats in Latin America tends to focus on contemporary examples. Yet the technocratic phenomenon has roots that go back to the late nineteenth and early twentieth centuries. In this period, many advocated some sort of technocratic rule, and many Latin American governments included personnel which were specifically selected for their technical expertise. Large infrastructural projects in most Latin American countries resulted in a constant need for technicians, particularly engineers. They were not needed for their political capacities or social understanding, but constituted the necessary instruments to reach the sacred goal of modernization. The unrelenting desire to modernize their societies led Latin American elite groups into the arms of technical men. The technocratic phenomenon in this period is characterized by an ideology in which rationality and technological expertise were seen as the prime instruments for the solution of societal problems.
In the context of globalizing transboundary environmental challenges, strategies to protect and s... more In the context of globalizing transboundary environmental challenges, strategies to protect and secure the local commons such as water resources have been increasingly scaled up. Consequently, local communities have started to engage in transnational mobilisations to defend their rights and express their concerns. This often implies the adoption and institutionalisation of emerging global norms, principles and modes of framing and claimingsuch as the Human Right to Water or the Rights of Naturewhich will interfere with and may even go against local understandings, meaning, and rooted struggles or initial claims made by grassroots movements. On the one hand, the appropriation of expert knowledge and technical idiom may improve their recognition and access to political and financial support. On the other hand, transnational involvement may (re)produce misrecognition or exclusion on the ground for community-based organisations. Studying cases from Latin American countries, and combining commons and social movements theories, this paper examines in what ways professionalisation and commensuration strategies as deployed and implemented by transnational grassroots movements impact the local commons.
