In a 124 page report on policing that quickly albeit briefly captured media headlines Sir Ronnie ... more In a 124 page report on policing that quickly albeit briefly captured media headlines Sir Ronnie Flanagan outlined, in early February 2008, his strategy for improving the future delivery of police services in England and Wales (Home Office 2008). In what is a detailed and potentially challenging assessment of the current malaise which confronts the police service, Sir Ronnie has provided a number of indicators of the new route which he would expect the police service to take for the future. In doing so, however, Sir Ronnie, as Chief HMIC, understandably perhaps, betrays his own professional bias which is reflected in the rather cautious recommendations that come with the Review.

This was based on an official perception that contemporary demands placed on the police required more powerful and businesslike police authorities, to give leadership to the police and ensure that money was spent more effectively. In his statement on the police to the House of Commons the Home Secretary outlined a set of proposals, which had they been implemented, would have dramatically changed the central local relationship of the government of the police.

He is currently researching the implications of the reform of police governance and issues surrounding police resource management in a period of austerity.
This article assesses the need for major re-engineering of the police service in England and Wale... more This article assesses the need for major re-engineering of the police service in England and Wales to project and sustain the workforce modernisation programme in England and Wales. It argues that having avoided the bureaucratic cul-de-sac that police mergers represented, a real opportunity for effective reform has now arisen. This reform would encompass immediate delegation to basic command units of manpower budgets and the determination of policing services at this level. The article draws on the experience of one chief officer who was to confront the problems of bureaucratic inertia within his own police force and some organisational practices that served to undermine police service delivery. It considers the current problems surrounding the centralised control of police budgets and the impact of this on the ability of BCU Commanders to sustain effective reassurance policing. The article also assesses the impact and future implications of workforce modernisation along with recent evaluations of the PCSO and 'mixedeconomy teams' from pilot sites. Finally the article draws on recent experience from one police force Chief Officer Team to evaluate the continuing problem of police organisational culture particularly in relation to workforce modernisation and the future expansion of the role of police staff within police forces in England and Wales.
A s with other 'services' within the criminal justice system, the police service is expected to b... more A s with other 'services' within the criminal justice system, the police service is expected to be the subject of significant reform in 2002. This has been in the making for quite some time and is likely to change the make up and structure within police forces quite fundamentally over the next few years. Trawled for some time now within the Home Office the 'agenda' entails inter alia taking full advantage of the basic command unit structure introduced some ten years ago to radically rethink the role and function of police headquarters within the 41 police forces in England and Wales. Some movement on this has already occurred as direct funding from the Home Office to basic command units (BCUs) has now already begun. This will only serve to further encourage devolved budgeting which was trumpeted with the introduction of the BCU concept. Chief officers have however proved rather reluctant to devolve funding for quite understandable reasons. Now however the case against devolved budgeting appears to be unsustainable and new funding mechanisms are now planned to bypass police headquarters entirely. In doing so, of course they also raise questions about the long term role and future of the HQ structure itself.
The Police and Magistrates' Courts' Act (1994) is intended to give substantial new powers... more The Police and Magistrates' Courts' Act (1994) is intended to give substantial new powers to local police authorities (LPAs). These bodies will be made responsible for developing local objectives and planning and monitoring police activity thereafter. Additionally it is intended that the LPA will in due course be made responsible for introducing fixed term appointments for chief officers. The FTAs, which will be effective for periods of between four and ten years, may alter the relationship between chief officer and police authority. This is because the LPA of the future is clearly expected to make a judgement about contract renewal, at least in part, upon the basis of performance and the extent to which local and national targets have been reached by the police force.
