Economic activity in that area is based mainly on tourism. The recent discovery offshore oil and gas reserves has placed the Camamu Bay on the map of exploratory activity by the oil industry and poses a potential conflict, since an eventual oil spill could cause an yet unknown damage to the local community. Environmental and scenic degradation would impose social and economic costs to the existing businesses that rely on natural beauty and pristine conditions as their main assets. On the other hand, the development of offshore oil and gas fields is of strategic importance to the supply of energy to the Brazilian Northeast.

Organic wastes of many kinds, including municipal solid wastes, agricultural residues, and crops ... more Organic wastes of many kinds, including municipal solid wastes, agricultural residues, and crops grown specifically for their energy~ producing potential could all be burned to produce electricity in Hawaii. Molasses, however, is the only feedstock that is likely to be available for producing alcohol over the next decade or so, barring the collapse of the international sugar market. Current estimates suggest that if all the molasses Hawaii produces were used to make ethanol, gasohol could replace 7% to 10% of the state's gasoline consumption (at 1978 levels), or some 20 to 30 million gallons a year. Leafy trash, wood and other cellulosic material could be processed into ethanol or methanol, but with present technology their best use is in direct combustion as boiler fuels, replacing another significant fraction (about 10%) of imported liquid fuels. Several things stand in the way of fully utilizing biomass as an energy source for Hawaii. Some agricultural wastes and sugar industry products and by~products are currently more valuable as human and animal food than as energy sources. Molasses, for example, is now used to manufacture beverage ethanol, industrial alcohol, and animal feed and sells for between $70 and $100 a ton. At today#s prices, the ethanol that would be made from molasses is not competitive with gasoline. Gasohol use to date has been supported by government subsidies, which are expected to continue. Gasoline would have to cost about $1.70 a gallon to make gasohol attractive or even competitive. In addition, tree crops, which are one of the most promising biomass resources avail~ able in Hawaii within our 25-year time frame, require substantial land use. It would take a political decision to support the energy market for biomass or a drastic shift in present market values to redirect existing biomass resources entirely into an energy producing program. The technical problems that currently confront such a program are no greater than the economic and political barriers.

Um dos objetivos da privatização dos serviços de distribuição de energia elétrica no Brasil foi c... more Um dos objetivos da privatização dos serviços de distribuição de energia elétrica no Brasil foi capacitar as empresas a investir de forma a garantir a qualidade do serviço e a universalização do atendimento. Razões teóricas revelam uma possível tendência ao sub-investimento e à deterioração da qualidade sob o sistema de tarifação pelo preço, adotado para o segmento de clientes cativos. Este trabalho oferece uma análise do desempenho da COELBA desde a privatização, com o propósito de caracterizar o comportamento da empresa no tocante a investimentos e qualidade dos serviços. Os resultados não contradizem a expectativa teórica de sub-investimento em qualidade. Observa-se que se, por um lado, os investimentos feitos foram suficientes para melhorar o desempenho da empresa em relação a seus próprios resultados passados, por outro lado, eles foram insuficientes para levar a empresa ao patamar de qualidade das melhores empresas do setor no País.

On the other hand, the development of offshore oil and gas fields is of strategic importance to the supply of energy to the Brazilian Northeast. The potentially conflicting nature of the tourism and oil industries makes the environmental protection area around Camamu an ideal object for a study of the possible options to minimize conflicts and promote sustainable development. This paper starts out presenting the problems arising from the conflict between strategic energy interests, local economic interests and coastal protection needs at Camamu Bay. This is followed by the proposition of a methodology, based on environmental valuation, as a way to assess the costs of environmental and economical damages to local communities. Finally, the paper evaluates the usefulness and effectiveness of the proposed methodology to provide information that can improve the decision making process regarding future development of the area.(CAMPOS JUNIOR, J. Privatization of electricity distribution in Brasil had, as one of its stated purposes, generatio... more Privatization of electricity distribution in Brasil had, as one of its stated purposes, generation of sufficient revenue to guarantee service quality and full market coverage. Theoretical considerations point towards the possible tendency to underinvestment and to quality deterioration under price-cap rate regulation, which is the system adopted for the segment of captive consumers. This paper offers an analysis of the observed performance of COELBA since its privatization, in order to assess the firm’s behavior with respect to investment and service quality. The observed results do not contradict the theoretical expectation of underinvestment. There is evidence that investment since privatization was sufficient to improve the firm’s performance with respect to its own past results; nevertheless, investment was insufficient to raise service quality to the standards of the best utilities in the country.
