Lack of planning and management has resulted in many unfortunate incidents and deaths in the past. Though local authorities deploy crowd management personnel to avert and control this crisis, some unforeseen events still lead to crowd panic resulting in a sudden rush of individuals. In this paper, we have utilized Agent-Based Modelling technique to model a near to real scenario of crowd gatherings at Alopi Devi temple of Allahabad, India. We have attempted to incorporate certain heuristics such as closing and opening of exit and entry gates which can be beneficial in controlling crowd-related disaster. These heuristics are then simulated over panic situations to analyse their effects in terms of numbers of victims. We have used NetLogo, an Agent-Based Modelling tool, to design and simulate our model. The simulation results establish the applicability of our methodology.

Large gatherings in these kind of religious events require rigorous monitoring and attention. Successful organization of such events requires synchronization among officials of different public departments such as police, health, security, communication, railways etc. The railway department plays a significant role in handling huge surge of passengers and their transportation during such events. Every 12-years Kumbh Mela is organized in the city of Prayagraj (formerly Allahabad) in northern India. The Allahabad Jn. railway station experiences huge inflow and outflow of pilgrims during Kumbh Mela. The railway authorities deploy predefined crowd movement strategies and boarding procedures for smooth transportation of pilgrims. However, these strategies are outlined based on previous experiences and ground knowledge of stakeholders. The strategies followed by railway authorities are needed to be evaluated and tested for realistic assessment and possible refinement before actual deployment. Our model is able to capture and simulate the real time behaviour of entities such as pilgrims and trains by programming them as synthetic agents. This model is helpful in analyzing the time taken by a group of pilgrims to move from a designated place to their target platform and board the train. The consumed time is calculated by simulating different movement and boarding procedures including the actual plans followed by the railway authorities. In this way it is possible to assess the efficiency of their movement plans and reasons about possible refinement.

There is a high possibility of mishappenings in the form of stampede, mob fighting at these gatherings and the administration is helpless in these scenarios. There is a requirement of analyzing the crowd to prevent these dangerous situations. The proposed work is a case study of Kumbh Mela which models the crowd counting in densely populated images. In the proposed work, the orthographic projection of the crowd is captured using a camera attached to a drone, to reduce the effect of occlusion and scaling which, otherwise, may get introduce during image acquisition process. The captured data is fed to a Convolutional Neural Network for training the model to count head of persons present in the frame. The results obtained from the trained model are validated using geometry and imaging techniques. The proposed model has achieved a mean-absolute-error of 94.3 and a mean-squared-error of 104.6 which seems to outperform the existing state-of-the-art models with respect to the reported performance parameters. The proposed model can be used as a viable solution in applications related to modeling the crowd behavior.

These sites experience a huge surge of crowd on auspicious occasions. The old infrastructure of these pilgrimage sites is not capable to accommodate present crowded situations. Nowadays, these sites are getting congested due to the encroachment on the nearby areas. These conditions make them vulnerable to tragic incidents. Modelling and simulation technology provides a platform to do the comprehensive assessment of architectural designs on different crowded situations. In this paper, we have created near to real virtual environment of an ancient pilgrimage site in an Agent Based Modelling tool. We have created intelligent agents that act, react and interact within this virtual environment. The crowd of intelligent agents are simulated for three different emergency evacuation scenarios and two different dimensions of gates. Subsequently, we explored the effect on emergency evacuation time with respect...
