The target area is the frame of Kansai emergency medical cooperation plan. We first assessed the operational effect of using landing elds as rendezvous points, and then the operational effect of selecting tertiary emergency hospitals as additional points. From the number of deployments and order of priority of both of these vehicles, we recommend an ef cient deployment system.

First, the cognitive region was obtained using a map representing "change" and "identity," and the cognitive region and components were investigated. Next, formative factors of the cognitive attitude were obtained by quantification theory III. First axis shows the complexity and the spread about cognitive region of the "changed". Second axis shows the dispersion and environment cognition about Kobe' s identity. Third axis shows component attributes and bustling about becoming Kobe' s identity. The sample score obtained by quantification theory III was grouped into four types by cluster analysis. And attributes for each type were obtained. Finally, after cognitive region and cognitive attribute of each type were obtained, we considered the attitude of residents' landscape recognition, given the location' s environmental changes.

This paper aims at construction of areal planning method using GIS/GPS that is focused on regional spatial information for areal analysis. It present capacity for recipient of the emergency medical care as the number of people inside sphere based on distribution of population for criterion of the maintenance guideline by roads and facilities arrangement plan in emergency medical system.

The effects will be calculated for the time that elapses before medical action is initiated. To calculate the elapsed time, the distance between each points will be measured using a geographic information system while considering geographical factors. The effects will also be investigated from visual and quantitative perspectives while considering the population of the study area. The proposed method will be examined from the viewpoints of the rendezvous point and emergency hospital acting as helicopter bases.
