This Policy Brief provides an overview of different cases where changes of and within the regime have taken place, as well as yet unsolved situations, with a view to the upcoming Middle East Conference. Although the lack of progress in the Palestinian-Israeli conflict as well as the international debate over the Iranian nuclear program are still contentious issues, the Arab Spring uprisings and their aftermath may provide a new context in which arms control initiatives could be more successful.It is too optimistic to think that existing dilemmas can be easily resolved in this new and changing environment, but the Arab Spring may provide strong momentum for change. This POLICY BRIEF provides a checklist of factors that increase the chances of success for conduc... more This POLICY BRIEF provides a checklist of factors that increase the chances of success for conducting or facilitating mediation in the Middle East. These guidelines are tested by examining six case studies of recent Middle East mediation efforts and asking whether and how the factors on the checklist influenced the outcomes in each case. Our analysis suggests that the checklist helps to identify those circumstances which are conducive to successful mediation. It is thus a tool to aid policymakers and practitioners in recognizing or creating conditions for successful mediation. In this respect the checklist approach could be useful as a means for resolving substantive conflicts that arise in the course of the 2012 Middle East Conference. In view of the acute need for cooperative solutions to Middle Eastern conflicts, especially positive mediation experiences are a relevant element for improving the regional context of the envisaged Conference. The terminology and theory of “regional security complexes” (RSC) may be new, yet, the underlying... more The terminology and theory of “regional security complexes” (RSC) may be new, yet, the underlying factors, causes and characteristics are as old as human civilization and/or the River Nile. Out of the eleven countries the Nile is flowing through, Ethiopia and Egypt – with in-between Sudan – are “hosting” the Blue Nile, which carries about 85% of all the river’s water. With both Egypt and Ethiopia trying to cope with a rapidly growing (exploding) population of already over one hundred million each, as well as the necessity of providing food and electricity, water sharing has become an imminent task and a direct threat for both. Thus, the recent – but already decade-long – hostility between Egypt and Ethiopia over the sharing of the water of the river resulted in the emergence of a new regional security sub-complex, that of the Nile basin.

The past couple of years witnessed a cooling-off in EU-Turkey relations going hand to hand with a... more The past couple of years witnessed a cooling-off in EU-Turkey relations going hand to hand with an increase in Turkey’s sceptical attitude towards the EU and the Union’s economic and institutional crises declining the attraction of EU membership. The blocked chapters by Cyprus and France limit the progress that can be made in the negotiation process. Despite this dark picture, in May 2013 Turkey and the EU Commission announced “positive agenda” to revisit the relations and make a positive step forward. Turkey hopes to see at least one chapter officially opened in fall 2013. Besides the bilateral accession process, the astounding level of change in the Middle East in the last two years, chaos and conflict in Egypt and the civil war in Syria pose additional difficult questions for both Turkey and the EU. In light of these, the panel aims to discuss the ways of reviving EU-Turkey dialogue, and cooperation opportunities vis-a-vis the regional challenges. 13.15

Iran-India relations ancient as they may be, their focus and scope are much more defined by conte... more Iran-India relations ancient as they may be, their focus and scope are much more defined by contemporary interests, strategic perceptions, and a regional/global balance of power than historical or cultural connections. Consequently, bilateral relations fit into a wide-ranging regional as well as a global context, their complexity connecting and complementing the three levels of analysis. Present day bilateral relations per se are usually symbolized with energy (Iran’s oil and gas wealth vs India’s energy demand). The regional context is in fact a complex of their direct and/or their overlapping neighborhoods (the Persian Gulf, Pakistan, Afghanistan, the Indian Ocean, China) as well as Asia or even Eurasia (connectivity)—all presenting converging and/or overlapping interests and threat perceptions at the same time. While on the multilateral/global level the—in itself very complex—nuclear issue stands out (the dual-use nature of nuclear energy, nuclear non-proliferation, India’s military nuclear capability, Iran’s nuclear program). The following chapter will analyze Iran-India relations on these levels and over these main topics.

The Black Sea region is a vital strategic crossroads between Europe, Asia, Transcaucasia, Russia ... more The Black Sea region is a vital strategic crossroads between Europe, Asia, Transcaucasia, Russia and the Middle East, and has long been used for smuggling of licit and illicit goods, including nuclear material in the past two decades. Over 630 nuclear trafficking incidents were recorded in the Black Sea states between 1991 and 2012, almost half of them in Russia. Five of the recorded incidents involved highly enriched uranium (HEU), raising concerns about the region’s use as a transit route for nuclear material smuggled from the former Soviet Union to the Middle East. As nuclear security in the post-Soviet states improves and the threat of nuclear theft decreases, trafficking cases involving nuclear material in Russia and other Eurasian states have been steadily declining since the mid-1990s. However, the recent seizures of HEU samples in Georgia in 2010 and Moldova in 2011 suggest that some amount of previously stolen weapon-usable nuclear material may still be available for illega...

Composites of high density polyethylene and different fillers such as clay, fiberglass, wood sawdust and paraffin were prepared at various concentrations and their tensile behavior was studied. The compatibility between the polymer matrix and the filler is shown to be the key factor to the enhancement of the mechanical behavior.

Drawing on data collected during field trips to Cairo, Tehran, Beirut and Kuwait city, the authors of this MENARA report analyse three distinct ways in which political leaders in Egypt, Saudi Arabia and Iran have stood<br> their grounds since 2011 by. The report shows that the region's autocratic leaders have adopted highly distinct strategies to cope with the challenges they have been confronted with internally – including strategies of "restoration", of "transformation" and of "adaptation". The report ends by suggesting that European leaders, in spite of their limited leverage and resources, have a longterm strategic interest in fostering alternative forms of political regimes in the MENA region.

While most states in the region are parties to – or have signed, but not ratified – the multilateral WMD-related arms control treaties, the few outstanding cases provide a certain embeddedness for the region in the global order. Yet they also reveal the multidimensional asymmetry between regional and extraterritorial actors, the haves and have-nots, in both weapons programmes and civilian capabilities.<br> The case studies of the unacknowledged Israeli nuclear arsenal, the Iranian nuclear programme and the Syrian chemical weapons programme demonstrate the close relationship and interaction between the global and the regional levels.
