Usually we tag the legal *legal* state as well as the physical *physical* state of the road ([surface][2], [smoothness][3], [tracktype][4], [maxspeed][5], [maxspeed:practical][6], [maxheight][7], [maxweight][8] and so on). We don't tag "suggestions" like "avoid the road if possible", this is the task of the routing engine.
