Based on proposal, we calculated the indexes using national representatives’ surveys data and official public statistics. We adopted Alkaire Multidimensional Poverty measure to calculate the indexes. The score of social justice indexes of Indonesia in 2018 was 63.46. We confirmed that that citizens in Papua, West Papua and East Nusa Tenggara were the lowest among 34 provinces across archipelago. Addressing inequality of social justice development was critical for Indonesia development now and in the future. This research focuses on the question why the East Timorese in exile after 1999 are suffering in ... more This research focuses on the question why the East Timorese in exile after 1999 are suffering in silence. Today, many of them still live in temporary camps for more than a decade after East Timor referendum. Using Foucaultian approach in investigating the long period of history of the construction of the people in camps, and also the concept of reflexive sociology this research tries to explain the construction of victims within the trend of transitional justice in post Cold War period. The victims of structural violence are rarely recognised within the liberal human rights campaign. Following Arendt’s idea that the camp is the place where human rights and citizen right are not recognized, this research finds that Agamben’s argument that the making of camp itself is not separated from the juridical and disciplinary power is valid. It tries to explain why the subsistent community are so vulnerable to become migrant workers and uprooted from their land; it is also attempt to investigate the relation between economic policy on free labour market with death and torture received by migrant workers. While the victims, especially women and children, are publicized and attracted attention from mass media and also social media. However, the publication over the suffering of migrant workers from the margin of Indonesia such as NTT Province, does not get direct impact over the policy makers with the willingness to renew regulation to protect migrant workers.
