The World Wide Web was originally conceived as a tool for sharing information. It has evolved rapidly into a fundamental part of humanity, sparking major social change by providing and expanding access to knowledge, education, commerce and shopping, social experiences, civic functions, entertainment, and more.
Consider adding "communication" to the list of items expanding access to. This supports much of what the W3C seeks to provide guidelines and standards for, beyond the private sector products and services. From a public sector perspective, there is communication, benefits, services, and the like, that contribute to functioning governance and civil society. Perhaps there are other items that could reflect the public sector angle?
