Currently, the description text for targetTime says "The target time that the forecast is produced for"

To help interpretation, would be helpful to add. "Format is period-ending (e.g. a time ending in 12:30 refers to the period 12-12:30)"

Proposed full text: "The target time for which the forecast is produced. Format is period-ending (e.g. a time ending in 12:30 refers to the period 12-12:30)."
