The action should create a full GitHub Release when run, not just an annotated tag. This will eliminate the need to manually create a full release from an existing tag via the web UI or other means. It will also open up the ability to support release archives.

To maintain compatibility, this could be toggled with a flag such as create-release which defaults to false.
