Decide how to handle duplicate annotations created as a result of an ontology term merge #917

As a result of this term merge:

GO:0052857 -> GO:0052856
NADPHX epimerase activity -> NADHX epimerase activity

this model:

http://noctua.geneontology.org/workbench/noctua-form/?model_id=gomodel%3AMGI_MGI_2180167

will effectively have two annotations that, aside from the date updated on one annotation, are identical.

We need to define criteria for what we would consider exact duplicates so we can clean those annotations up.
