When looking at http://cpants.cpanauthors.org/author/ETHER, I can't find a column for the "meta_yml_has_repository_resource" metric.

This is because meta_yml_has_repository_resource is marked experimental (and thus ignored while calculating kwalitee). As repository metadata is getting used more extensively, it may be about time to upgrade it to extra (about half of the latest dists are passing this now; this percentage was far less when I was implemented it).
