It has been creating .diaspora. as one of the main actors able to respond aptly to the new challenging agenda. At the same time, the traditional concept of .migrant communities. has been assigned different ontological status. To meet the ambitious goals the diaspora is being created as a political actor and it assumes characteristics of a trans-state and trans-national community to fulfil the promise of the policy agenda. The present woorking paper is the first report on the ongoing research project, which aims at studying linkages between migration policy and diaspora engagement. The report presents outcomes of the document-based analysis of the term "diaspora" as used in various policy documents. Diaspora jako aktor polityki migracyjnej Streszczenie Od niedawna polityka migracyjna zaczęła łączyć elementy polityki wobec migracji i rozwojowej. W tym nowym kontekście diaspory zaczęły odgrywać ważną rolę, jako potencjalni aktorzy polityki migracyjnej i rozwoju. Rysuje się też wyraźna różnica między pojęciem społeczności migranckich (centralnych w polityce integracyjnej) a diasporami (kluczowymi jeśli chodzi o zewnętrzny wymiar polityki migracyjnej). Obecny tekst jest raportem z pierwszej części badania poświeconego roli diaspor w polityce migracyjnej Unii Europejskiej. Przedstawia wyniki analizy tekstów kluczowych dla zrozumienia wzajemnych relacji między polityką migracyjną a polityką rozwoju.

The research on migrants’ integration to the date has examined in detail individual and group pro... more The research on migrants’ integration to the date has examined in detail individual and group processes of integration on one hand, and the actions of the countries of destination and their societies in this regard on the other. One aspect missing from the analyses has been the role of the countries and communities of origin in integration processes at the destination. The INTERACT project defines integration as a three-way, a three-scale, and a multidimensional process. Building on existing research, we investigate the impact of origin countries on the integration of migrants in the country of destination looking at policies, actors and actions at both ends of migration. The present paper is an introduction laying down the conceptual framework of the project. First, we examine overall approaches to integration in literature; then we present existing research in nine areas of integration (i.e. labor market outcome, education, political participation, civic participation, social interactions, access to nationality, language, religion, and residential integration) based on the nine deeper analysis (INTERACT position papers); finally, we identify the gaps in research that INTERACT primary research can cover.

In this chapter we look deeper into the specific case of Global Northerners who migrate within th... more In this chapter we look deeper into the specific case of Global Northerners who migrate within the Global North. Their case is used as an illustration of the complexities of highly skilled migration; these complexities impact lives of even the seemingly privileged mobile skilled people moving within the transAtlantic space of freer movement. At the heart of our discussion is an examination of the tension between settlement and mobility. On one hand, transatlantic migrants might have an easier time migrating than do Global Southerners because of specific privileged policy channels; on the other hand, they might also find it difficult to settle and they may return. Patterns of settlement and mobility are thus related to integration challenges which define North-North migration as much as any other migration. In our view, this case can serve as a broader generalisation about the experience of the highly skilled migrants (Box 4.1).

In addition, origin-country actors are now increasingly involved in immigrant integration, mostly through engaging their diasporas in destination countries. As EU-level institutions become more involved in the governance of immigrant integration, this report offers a timely and systematic analysis of the wide range of institutional actors and structures involved in the integration process. Covering different levels of governance in destination and origin countries, the report assesses the design and implementation of initiatives affecting immigrant integration in multiple policy areas.INTERACT is co-financed by the European University Institute and the European Union

In this chapter we analyse the differences and similarities between the Turkish and Russian immig... more In this chapter we analyse the differences and similarities between the Turkish and Russian immigrants in Germany at the destination but also between the two countries of origin in order to assess their integration outcomes. We investigate the following question: what is the impact of the country of origin (Russia and Turkey) on integration outcomes in Germany? We found that the migrating groups have different characteristics (flows and stocks) and that each group has been subject to a different entry policy, including different rights and obligations. In fact, the structural and policy factors at the destination are the key elements that influence migrants’ successful or unsuccessful integration. The impact of the country of origin, understood as policies and practices which target diaspora for better integration, has been negligible so far; the diaspora policies do not support integration. On the contrary, they aim at re-focusing migrants’ attention back to the country of origin. ...

Unlike settler societies such as the United States or Australia, European nation-states generally... more Unlike settler societies such as the United States or Australia, European nation-states generally do not perceive of themselves as countries of immigration. Rather than being part of their national founding or ongoing nation-making myths, immigration in Europe has historically been perceived as exceptional to the normal state of things – a disturbance or even a threat. However, Europe’s history is, in fact, characterised by migration driven by war, imperialism, trade, faith, poverty, love and myriad other reasons. More recently, the fall of communist regimes in 1989-1991 brought about radical changes in human mobility on the continent, as liberalised border regimes induced population outflows on a massive scale, and civil wars in the former Yugoslavia awoke the spectre of ethnic violence, displacing thousands of people. One of the goals of the MCAA is to help "<em>enhance the flow of knowledge across different countries, sectors of the economy, and scientific disciplines</em>". While some scholarly publishers are helping to lead much-needed change in this area, some other publishers still lag behind. Specifically, we note that barriers - such as embargo periods for the sharing of peer-reviewed journal articles - directly impede the flow of knowledge and we encourage all efforts towards the complete abolishment of such embargo periods which restricts researchers from sharing their findings...
