At the same time, this group is not homogeneous and requires different approaches to its activation. The aim of this contribution is to examine the spatial distribution of selected groups of young people based on data from the 2021 population census in Slovakia. At the same time, using correlation analysis, identify factors that could have an impact on the spatial occurrence of this group. The largest number of inactive young people is found in eastern Slovakia, while the rate of inactivity correlates mainly with the share of the Roma population. The results show that the young registered unemployed copy the unemployment rate of the districts and negatively average wage in the district, but the other individual groups of young people have a different spatial distribution.

However, despite the positive benefits, cooperation in some countries, such as the Slovak Republic, is not very significant. The importance of cooperation is growing in regions where a critical mass of innovative enterprises is lacking. The aim of this article is to analyze the current state of cooperation between manufacturing companies and universities in less developed regions of the Slovak Republic. We examined this through a questionnaire survey conducted among manufacturing companies. The results show that universities are one of the least used sources of information for innovation for companies, and the overall low level of cooperation with them compared to other countries corresponds to this. Large companies and companies producing more complex products cooperate significantly more. At the same time, we did not find differences between domestic and foreign companies, nor are there any statistically significant differences between companies from different regions.

In the evaluation of public support policies a key question is whether the policy has made a differ-ence over what would have otherwise occurred. This could be measured by different ways as out-put, behavioral or input additionality. In this paper we analyze the impact of public support programs on input additionality as the extent to which the subsidy is reflected in increased expenditures by supported subjects through the measurement of substitution effect. We studied public investment subsidies in the case of education support in Slo-vakia. We identified the substitution effect in 10% of the analyzed municipalities. There are several differences in outcomes. An important factor is the size of the city as larger municipalities reduce their other activities when obtaining the support. We also showed that less developed regions have a lower tendency to misuse the support programs. The more...

There have been a number of studies during recent years in developed countries which analysed activities of universities aiming to increase their contribution in regional innovation. The aim of this article is to explore the evolution of third mission activities of universities in Slovakia and explore the role of public policy in this process.Methodology/Approach: We used a document analysis of annual reports of all public universities in Slovakia to see which third mission activities universities claim to perform and how the situation has changed over the years. We also compared universities according to their focus and location. Several personal and telephone interviews were conducted to verify or supplement the information.Findings: We found that among all third mission activities, the greatest change was observed in research and cooperation activities with businesses. This mainly resulted from a cha...

Tailoring the proper support system still remains a challenge for the government. Th is is also the case for research support for universities, which are one of the main “engines” of public-funded research. One possible answer is performance-based funding. Th is funding has recently come to be increasingly used by many countries. However, performance-based funding may have several inconveniences. Th is article will analyze the performance-based funding that has already been introduced in the Slovak Republic. Our research outcomes prove the fact that this system has resulted in an increase in publication performance, but at the same time in a higher orientation on quantity instead of quality with several new negative effects.

Most of this support is oriented toward traditional education and industries. However, several studies show importance of creativity education as important feature for innovation and future growth. However, public support of creative industries is relatively new and most of policy measures that have been implemented are still not fully evaluated and understood. There si a strong need to look much more closer on way how public education influence creative industries and what policies could be placed to strengthen positive effects of this education also in the long run. This article represents an output of the research about the creative industries support policy in Slovakia in the field of education activities. It is containing basic literature overview comparing support policies for traditional sectors and the creative industries. We analyzed conceptual documents at...

Cohesion policy and regional policy as a main part of cohesion policy are the most important policies of European Union. This could be view also from the volume of financial resources allocated for these policies. One of the main current research issues is analyzing efficiency and effectiveness of these funds. Examining the effectiveness of funds we can see a number of shortcomings, from which the most significant are deadweight loss, lack of application of the principles of partnership, administrative burden focused on expenses and not results, the low multiplier effects and little focus on the priorities of promoting competitiveness. We have analyzed several of them directly in the case study of Banská Bystrica region.

Large amounts of resources used for support programmes automatically put forward the question of their effectiveness and efficiency. These aspects can be examined both from macro and micro perspectives. In this article we focus on one aspect of inefficiency – "deadweight". This effect occurs if public subsidy is spent on activities that would have happened even without these resources. We examine the effect on selected projects for small and medium-sized enterprises in the Czech and Slovak Republics. The article consists of four parts. First we discuss theoretical background for using the subsidies as development tool. Then we look more closely on the definition of deadweight effect and previous studies analyzing it. In the methodology part we discuss different approaches how to measure this effect and introduce methodology in our research. We also discuss potential problems with interpretation of the results and in...
