  • Comment: To be fair, the singular form targeting the singular most relevant outbreak does make sense, and there's definitely an argument for having the plural form of outbreaks remain at the current target. There are not multiple COVID-19 pandemics; just one. With that out of the way, we typically have the plural form of a title target the singular form in most cases, but I'm tempted to soft keep given the circumstances, as the COVID-19 pandemic is never referred to as plural.
