Description This is a postcard published by the Valentine Company and it was one of a number published along the same lines. Shortly after the outbreak of the First World War, Mr Bonar Law who was leader of the Conservative Party, said at a meeting at the Guildhall in the City of London, "The 4th of August 1914 is an outstanding date in history; the date on which Great Britain declared war on Germany." He went on to say, that Britain's ambassador to Berlin, Sir Edward Goschen had called on the German Chancellor, Theobald von Bethmann-Hollweg and found him in a state of great excitement because Britain had declared war on Germany and "Just for a scrap of paper". Needless to say that his remark did not go down very well in Britain. The “Scrap of Paper” was the 1839 Treaty of London in which Britain, France, Austria, Russia and Prussia had guaranteed the existence, Sovereignty and neutrality of Belgium. The image of the document with the seals and signatures had been used by the Parliamentary Recruiting Committee in recruiting posters and leaflets and the postcard publishers acknowledged their permission to use the image on the reverse of the postcard.
