- I agree. It looks like the weird things you sometimes get when you do HDR in Lightroom and the program doesn't really merge the exposures correctly. You get "blobs" with hard contours. If the "blobs" in the photo are the result of an HDR merge, you can't get rid of them by doing a new one. The only way is to use some clone correction tool or doing a manual partial merge/patch from one of the original photos. In any case, I don't think such flaws belong in an FP. - The 'Deghost' option may do the trick if the water was moving slowly. Click on 'Show deghost overlay' and check if the 'Low' deghosting amount masks the offending areas. If not, try 'Medium' or 'High'. After the HDR is generated, check if the masked areas look good and don't have excessive noise (a common side-effect of this technique).
