The yearbook Werl, gestern-heute-morgen was first published 1984, [1]. According to the German Wikipedia article Theodor Nottebaum it is likely that the image was published in the edition of 1995 (and not 1935). Theodor Nottebaum was born in 1909 and on the painting he looks much older than 26. This makes it very unlikely that the painting is from 1935. Nottebaum looks like a man in his fifties or sixties. So the painting cannot be older than 55 years and cannot be public domain even if the artists would have died shortly after finishing the artwork.
