I've never been a fan of text overtop a visual, but this article layout would be the exception. The designer made sure to use a photo with a lot of negative space (the sky) so that he may incorporate text on it and not have the page look busy. Although the text and the picture are combined, you can easily see the separation between the 2. I'd drop that black call out box though: it horribly distracts from the meat of the article.
