This article examines in a comparative perspective Canadian regional immigration policies and the... more This article examines in a comparative perspective Canadian regional immigration policies and their outcomes. They have been introduced in response to the high concentration of immigrants in Census Metropolitan Areas (CMAs), particularly the attendant effects on population growth in Montreal, Toronto and Vancouver (MTV) and have been individually administered by the Canadian jurisdictions. The policies aim to improve regional immigrant dispersal and retention, particularly outside MTV, in the hope that these other areas, denominated regional, will come to enjoy the economic and demographic benefits resulting from the settlement and employment of these immigrants. The evaluation of the policies' success is based on provincial and national demographic and economic statistics. This article establishes that with few exceptions, they have not yet achieved their aims to any great extent. It argues that this is due to absolute numbers of immigrants being too low relative to the provincial populations for any real prospects of notable demographic or economic change occurring. Strategies that have delivered the best results, such as offering a suite of migration streams and communitylinked immigration initiatives, long pursued by the Canadian champion-Manitobaare highlighted. Broad conclusions about the impact of these policies for all regional Canada are drawn.

It is situated in the context of the tight labour market conditions inthe NT and Darwin, the Federal Government’s White Paper for Developing Northern Australia (Australian Government2015) and the NT Government Framing the Future strategy (NT Government not dated). It was conducted in 2014 and2015 in Greater Darwin (thereafter Darwin) and focused on the engagement and retainment of locally resident ‘untapped’labour force groups by local small and medium-size enterprises (SMEs). The three groups under investigation were: (a)recent migrants and refugees (those who arrived and settled in Darwin in 2010–15), (b) people with a disability and (c)people who were aged 50 and over at the time of securing employment. The key trend preventing the Northern Territory (NT) from achieving consistent annual population ... more The key trend preventing the Northern Territory (NT) from achieving consistent annual population growth has been the unpredictability and very high levels of Net Interstate Migration (NIM). Natural Increase (NI) and Net Overseas Migration (NOM) both appear to have provided consistent contributions over the past twenty years. This article examines the contribution of NOM to the NT population growth in the period 1996 to 2006 to establish whether it has in fact mitigated or sustained the high interstate migration rates. Two trends suggest that NOM in the NT has contributed to high levels of population mobility. First, it has been dominated by net long-term movement of temporary migrants rather than settlers. Second, the overseas-born have higher rates of interstate migration from the NT than do the Australian-born.
