The 2012 Localism Act was enacted so as to increase opportunities for local enterprise and economic growth. Does the Act embody within it an unrealised potential for ethical development? Denis Goulet (1996), A New Discipline; Development Ethics referred to a new theory of development ethics. It has human development and well being as the end objective and economic development as the means. This essay will seek to define ethical development within the localism context. The paper will not attempt to highlight any particular development as being unethical but will explore the means whereby economic benefit and well being for local people is prioritised. The three pillars of sustainability are recognised as environmental, social and economic. This paper will focus on the socio-economic aspects and will explore the link between individual and collective well being and successful community development. The essay will refer to the Aristotelian thinking behind the ‘Capability Approach’ developed by global economic philosopher Amartya Sen . It will look at the historic example of an early industrial philanthropist and will compare and contrast the outcomes of the relocation of Arkwright Town in Derbyshire in 1996 with the founding of the Liverpool Eldonians in the early 1980s.
