George Andreou studied political science and international relations at the University of Athens and at the College of Europe (Bruges, Belgium) and received his PhD in political science and public administration from the University of Athens (2001). In 2009 he was elected lecturer at the School of Political Sciences of the Aristotle University of Thessaloniki and he now serves as assistant professor. His research interests include the policies of the European Union and cohesion policy in particular, the Europeanisation of public policies in the EU and the relations between Greece and the EU.

Κατά την περίοδο που προηγήθηκε της ρωσικής εισβολής στην Ουκρανία έλαβε χώρα μια αλλαγή παραδείγ... more Κατά την περίοδο που προηγήθηκε της ρωσικής εισβολής στην Ουκρανία έλαβε χώρα μια αλλαγή παραδείγματος στο ενεργειακό «τρίλημμα» της ΕΕ - δηλαδή στην ανάγκη η ενέργεια να παράγεται και να διατίθεται με ασφαλή, οικονομικά προσιτό και περιβαλλοντικά βιώσιμο τρόπο -, με την αειφορία να αναδεικνύε-ται ως ο κορυφαίος στρατηγικός στόχος της Ένωσης. Ο πόλεμος στην Ουκρανία επανάφερε στο προσκήνιο τον στόχο της ασφάλειας του εφοδιασμού και ώθησε την ΕΕ να αναζητήσει ένα διαφορετικό μείγμα πολιτικών προκειμένου να πετύχει ταυτόχρονα τους στόχους της πράσινης μετάβασης και της απεξάρτησης από το ρωσικό αέριο. Το παρόν άρθρο μελετά την εξέλιξη των Ευρωπαϊκών πολιτι-κών για την ενέργεια και το κλίμα κατά την τελευταία δεκαπενταετία κι επιχειρεί μια συνολική αποτίμηση των επιλογών της Ένωσης και των μελών της ως προς τις τρεις διαστάσεις του ενεργειακού τριλήμματος.

I n 2020, the EU established the "Recovery and Resilience Facility" (RRF), which aims at promotin... more I n 2020, the EU established the "Recovery and Resilience Facility" (RRF), which aims at promoting its economic, social and territorial cohesion. This development has had a significant impact on the institutional architecture of cohesion policy, which is widely viewed as the main "EU solidarity tool". The goal of this paper is to map the institutional configuration of "old" and "new" funding programmes devoted to the promotion of cohesion and solidarity in Europe through the lenses of public policy analysis and historical institutionalism. It is argued that, despite its impressive redistributive impact in territorial terms, the new Facility does not represent a break with the past when it comes to the quality of its solidarity content. On top of that, by adding RRF in a "cohesion policy space" burdened with old and new policy goals and means and lacking a clear territorial and social focus, EU actors have further undermined both the coherence and the solidarity impact of "old" cohesion policy.

L’obiettivo del progetto FACTS (From Alternative Narratives to Citizens True EU Stories) era di t... more L’obiettivo del progetto FACTS (From Alternative Narratives to Citizens True EU Stories) era di testare la solidità della tradizionale narrazione incentrata sulla pace e la prosperità che viene ancora evocata come il principale traguardo dell’Unione europea. FACTS ha messo a confronto varie ipotesi per appurare se il tempo ha intaccato questa narrazione, se invece continua a essere un potente fattore di mobilitazione o se i cittadini mobilitati e non mobilitati inquadrano l’Unione europea in una cornice diversa da quella della pace e della prosperità. Il progetto ha messo a confronto le prospettive dei cittadini di diversi Stati membri per capire se le eventuali divergenze abbiano una matrice geografica, se le narrazioni mantengono la loro forza anche quando i tempi cambiano e se l’età o il genere giocano un ruolo decisivo nell’atteggiamento dei cittadini nei confronti dell’UE. L’obiettivo era quello di rispondere a una serie di domande per individuare i fattori che rendono i cittadini più inclini a credere alle narrazioni alternative, alle voci o alle fake news e determinare la presenza o meno di tendenze comuni nelle varie narrazioni false che circolano sull’Unione europea. Infine, FACTS ha riunito i cittadini degli Stati membri che hanno partecipato al progetto con i rappresentanti dei parlamenti nazionali per discutere dei principali risultati del progetto e promuovere uno scambio di idee. Il fine ultimo era consentire ai cittadini mobilitati e non mobilitati di interloquire direttamente con i loro rappresentanti politici democraticamente eletti e comunicare le proprie posizioni e visioni sull’Unione europea, in particolare quelle relative alle narrazioni e alla disinformazione.

It is argued that the structures and processes established for the formulation and monitoring of the NRPs reflect some deep-rooted characteristics of the Greek system of governance, namely centralism, politicization, informality and reliance on actors. It is also found that the de mise of this policy network was caused not by domestic factors or developments, but by the insistence of Greece's EU partners to fuse the implementation of the Greek NRP with the execution of the 2010 economic adjustment programme. The introduction of this process of coercive-direct Europeanization in Greece (as well as in Ireland and Portugal) signals, inter alia, the emergence of a two-speed "Europe 2020". On the other hand, the new reform coordination process in Greece relies on preexisting structures and processes that closely follow traditional patterns.

The bulk of the literature on cohesion policy and multilevel governance in Greece focuses on the ... more The bulk of the literature on cohesion policy and multilevel governance in Greece focuses on the relations between the European Commission, the central government and the regions and the local governments. However, the most tangible effect of cohesion policy in Greece has been the proliferation of special purpose organizations located ‘outside’ the mainstream public administration. This paper seeks to identify those actors and to assess their role in the overall governance architecture of cohesion policy with the aid of the concept of policy networks. It is argued that the existing model of a single ‘cohesion policy network’, despite its usefulness, it too crude to capture all the complexities of the related processes – and to identify all important stakeholders. A ‘multiple network approach’ is thus advocated.

EU Cohesion Policy in Greece: Patterns of Governance and Europeanization

The article employs a bottom-up approach inspired by historical institutionalism to examine the i... more The article employs a bottom-up approach inspired by historical institutionalism to examine the implementation of EU cohesion policy in Greece. Its objective is to identify the main characteristics of the Greek response to the multiple and mutating challenges of adopting novel policy goals, maximizing the effectiveness of a cluster of policies permeating sectoral lines and enhancing participation in policy-making. Contrary to expectations, it is found that EU influence does not manifest itself principally in the field of territorial relations, where the evolution of the Greek model has been dictated essentially by domestic forces, but in the domain of policy objectives, policy style and practices. In fact, the main policy tendencies exposed (centralism, technocratic policy-making and the proliferation of semi-autonomous structures operating ‘outside’ mainstream public administration) reflect a pattern of accommodation emphasizing managerial efficiency at the expense of participation.
