The recommendations in this paper focus on integration and the continued levels of high unemployment throughout Kosovo (but especially in the Serbian communities), a lack of trust in Kosovo’s electoral system, and the language barrier in media and government offices. It is of upmost importance that the Republic of Kosovo, Republic of Serbia, and European Union/OSCE work in unison to improve the existing legal framework and increase the level of dialogue to build cooperation for all the peoples within Kosovo’s borders. An analysis of unemployment, the electoral system, and the language barrier shows that there must be stronger governance and an agreed message between all the parties otherwise the status quo will only increase inequalities and could create future conflict for all involved parties. Legitimacy, transparency, and stability are essential for Pristina’s continued independence and Belgrade’s integration into the European Union.

Analysis will particularly focus on Philadelphia County’s vulnerable young adult (persons ages 18-to-26) population that is significantly impacted by a myriad of mental health disabilities that can be tied to other factors like poverty and stigmatization. In short, this case study asks if the new Essential Health Benefit Exchanges/Medicaid policy provisions of the Patient Protection and Affordable Care Act will increase, decrease, or continue a status quo of treatment impact for Philadelphia’s young adult population with mental health needs. Philadelphia County, Pennsylvania was chosen because of where the researcher resides and the accessibility of data. Mental health, young adults, and the Patient Protection and Affordable Care Act, were reviewed because of recent controversies and media attention surrounding these topics and age group. To determine the impact of mental health policies on this cohort, years of data, statistics, and studies were researched and collected on existing government/outside mental health and healthcare findings. The data is used to compare and contrast information to better expound the impacts brought upon young adults with mental health needs in Pennsylvania and the Philadelphia. In addition, interviews were conducted with healthcare professionals, insurers, academics, legal experts, and psychologists to also compare and contrast the findings.
